2.Provideadescription,includingafloodinundationmap,oftheonepercentchancefloodplainoftheSusquehannaRiverinthevicinityofthepumpingplant.Providedescriptionsoftherelationshipofallstructuresandconstructionactivitiestothefloodplain.Includemapsanddrawings.RESPONSE:The100yearfloodplainforadistanceofinexcessof3000feetupstreamandapproximately10,000feetdownstreamislargelyundevelopedontheeastsideoftheriverwithexceptionofseveralisolatedhouseswhichmaybeinthefloodplain.ThefloodplainisapproximatelyboundedontheeastbytheDelawareandHudsonRailroad.Thewestbankoftheriverwithinthesamelimitsalsocontainslittledevelopment.FloodprofilesandfloodboundaryandfloodwaymapsforConynghamTownship,LuzerneCountyinthevicinityofthepumoingplantareattached.TheyaretakenfromtheAugust1976FloodInsuranceStudyforConynghamTownship(U.S.DepartmentofHousingandUrbanDevelopment).Basedonthisdata,the100yearfloodplainelevationisapproximatelyEl.519atthepumpingplant.Theonlystructureproposedforconstructioninthefloodplainisthepumpingplant.TheproposedandtheapproximateextentofitsconstructioninthefloodplainisshownonplateS(attached).
Foranystructureschancefloodplain,floodplain'sfloodanalyses.Discussyourbasisforanyfloodplainarenotorconstructionactivitiesontheone-percentprovidedescriptionsoftheireffectsonthehandlingcapability.Includedetailsofyouralternatelocationsoffthefloodplainandprovideconclusionsthatalternatelocationsoffthepracticable.RESPONSE:TheproposedpumpingplantwouldbetheonlystructureintheSusquehannaRiverfloodplain.ThisstructurewillbelocatedapproximatelyatrivercrosssectionJasshownontheFloodProfilesandFloodBoundaryandFloodwaymaps(attached).FloodwaydataforthiscrosssectionfromtheFloodInsuranceStudyisalsoattached.BasedontheproposedpumpstationshowninPlate8,approximately600squarefeetofthestructurewouldencroachonthefloodplain.Becauseofthesteepslopeontheeastbankoftheriverat'thispointitisassumedthatthisentirewidthislocatedinthefloodwayasdefinedintheFloodInsuranceStudy.Ifitisconservativelyassumedthatnofloodwayfringeexistsonthewestbank,anduniformvelocitydistributionacrossthecrosssectionoccurs,thedepthofthe100yearfloodatthepumpstationisnotexpectedtoincreasemorthan0.6'600SF/948ft.floodwaywidth)duetoconstructionofthepumpstation.Itisexpectedthatthisincreaseinriverstagewouldnotextendveryfarupstreamduetotherelativelysteepfloodprofileinthisarea.Becauseoftheterraininthevicinityofthesite,thereisnolocationoutsidethefloodplainwhereapumpingplantcouldbeconstructedwithoutalteringthewaterconduitconceptorrelocatingfamiliesresidinginexistingdwellings.ThefloodplainextendstoapproximatelytheDelaware5HudsonRailroadtracksandarockcliffadjoinsRoute239totheeastinalllocationswhicharenotdeveloped,limitingtheareaavailableforpumpstationconstruction.
4.Provideadiscussionofthegroundwaterconditionsatthereservoirsitepriortoconstruction.Includeamapshowinggroundwatercontoursandlocatingallnearbywells.RESPONSE:Amapshowinggroundwaterelevationsatcompletedcoreboringsatthedamsiteandaseparatemapshowingnearbywellswheregroundwaterelevationshavebeenmeasuredisattached.Althoughnotlocated,mosthousesshownonthemaphaveindividualwells.Therearenowellswithintheproposedprojectboundary,andnearbywellarelocatedinsidethePondHillCreekdrainagebasin.Artesianpressurehasbeenobservedatseveraloftheboringsonthesouthabutment.Duetoalackofsufficientdata,nogroundwatercontourplanthasbeenprepared,however,groundwatercontoursappeartofollowsurfacecontoursintheimmediatereservoirarea.
5.Provideananalysistojustifyyourconclusiononpage4-4thatgroundwateralterationsthatwillresultfromthecreationofthereservoirwillbeconfinedtothebuffer"oneownedbyPPP<L.Includeamapshowinggroundwatercontoursexpectedafterthereservoirisfilledandequilibriumisreached.RESPONSE:Theconclusiononpage4-4isbasedonthesitegeology.Underlyingrockformationsdidabout45'othenorthintothereservoir.Theonlymajorfracturesarealongthebeddingplanes.Rockqualitybecomesverygoodbelowaweathered-oneofabout10feet.Permeabilitytestsindicatethatatabout90'epththerocktightensabruptly,andtheonlysignificantseepageisthroughthejointsintherock.Asthesejointsdipintothereservoir,significantseepageawayfromthereservoirisnotexpected.Becausethenaturalgroundwaterpathisintothereservoir,andbecause,basedonobservationstodate,thegroundwaterappearstogenerallyfollowthesurfacecontoursandagroundwaterdividehasbeenobservednearorabovethemaximumwaterstorageelevationonthesouthabutment,itisnotexpectedthatthegroundwateroutsidethePondHillCreekBasinwillbeeffected.PP5Lproposestoacquirealmostallthelandwithinthebasin.Becauseofalackofsufficientbasedata,nogroundwatercontourplanhasbeenprepared.
