On November 5, 2003, the Nuclear Regulatory Commission (NRC) issued a Federal Register notice (FRN) soliciting comments on the fourth year of implementation of the Reactor Oversight Process (ROP). The NRC received your comments as well as comments from 17 other external stakeholders and/or organizations in response to this FRN. The NRC welcomes these comments, as they provide perspectives on how external stakeholders view the effectiveness of the ROP, and considers these comments when evaluating changes to the ROP.
The staff issued SECY-04-0053, Reactor Oversight Process Self-Assessment for Calendar Year 2003," dated April 6, 2004, to present the results of the staffs annual self-assessment of the ROP. The annual self-assessment uses several diverse data sources, including feedback from internal and external stakeholders, objective metrics, and recommendations from independent evaluations. Although this paper does not directly address every comment received in response to the FRN, all comments were considered and many of the comments have been addressed throughout the paper. In particular, staff analysis of the survey responses is included in the applicable portions of the program area discussions in as well as the ROP performance metric report in Attachment 3. In addition, an overview of the external survey results is contained in Attachment 4.

On November 5, 2003, the Nuclear Regulatory Commission (NRC) issued a Federal Register notice (FRN) soliciting comments on the fourth year of implementation of the Reactor Oversight Process (ROP). The NRC received your comments as well as comments from 17 other external stakeholders and/or organizations in response to this FRN. The NRC welcomes these comments, as they provide perspectives on how external stakeholders view the effectiveness of the ROP, and considers these comments when evaluating changes to the ROP.
The staff issued SECY-04-0053, Reactor Oversight Process Self-Assessment for Calendar Year 2003," dated April 6, 2004, to present the results of the staffs annual self-assessment of the ROP. The annual self-assessment uses several diverse data sources, including feedback from internal and external stakeholders, objective metrics, and recommendations from independent evaluations. Although this paper does not directly address every comment received in response to the FRN, all comments were considered and many of the comments have been addressed throughout the paper. In particular, staff analysis of the survey responses is included in the applicable portions of the program area discussions in as well as the ROP performance metric report in Attachment 3. In addition, an overview of the external survey results is contained in Attachment 4.
