Dear Sir:

Attached are three signed and 40 conformed copies of License Change Application (LCA) 60 to Operating License NPF-1.

This LCA provides a revised Emergency Core Cooling System (ECCS) evaluation for the Trojan Nuclear Plant and replaces our LCA 51, which was submitted on March 15, 1979, but has not yet been acted upon by the NRC.

License Change Appli-cation 51 should be cancelled, and no further NRC action should be taken on it.

The ECCS evaluation presented with this LCA provides the basis for relax-ing the current administrative limit on total peaking factor (Fq) of 2.23 and reverting to the Technical Specification limit of 2.32.

This change in Plant operation will be made upon startup of Cycle 3, which is currently scheduled for July 1, 1980.

License Change Application 60 has been determined to result in a Class III Amendment, one that involves a single safety issue, but for which the acceptability has been identified by the NRC, and does not involve a signficant hazards consideration.

A fee of $4,000 is required for a Class III Amendment.

Since LCA 51 has been superseded by this LCA, the $4,000 fee submitted with LCA 51 is to be reapplied and used for LCA 60.

This action is judged appropriate since no NRC action has taken \\

place on LCA 51.

Also attached is one signed copy of a Certificate of Service for LCA 60 to the Chief Executive of the county in which the facility is located and to the Director of the State of Oregon Department of Energy.
