INTENT

TheU.S.NuclearRegulatoryCommission(NRC)isissuingthisregulatoryissuesummary(RIS)toinformaddresseesabouttheimportanceofprovidingtheNRCwithadvancenoticeoftheir plansforlicenserenewalsothattheNRCstaffcanbetterplanandbudgetfortheprocessingof renewalapplications.ThisRISdoesnottransmitorimplyanyneworchangedrequirementsor staffpositions.Thesubmissionofadvancenoticeofaddresseeplansinthisareaisstrictly voluntary;therefore,nospecificactionorwrittenresponseisrequired.

BACKGROUND

Inrecentyears,theNRChasundertakenaseriesofinitiativestoimprovetheCommission'splanningprocess.BeginningwiththeNRCStrategicAssessmentandRebaselininginitiativein 1995,theNRChasimplementedanintegratedplanning,budgeting,andperformance managementprocesstoensurethatthebusinessprinciplesofgoalsetting,strategy development,resourceassessment,andperformancemeasurementsupportNRCactivities.

TheseinitiativesmeettherequirementsoftheGovernmentPerformanceandResultsActof 1993.Amongotherthings,theintegratedprocessresultsinanagencybudgetandresource allocationprocessthatisstronglytiedtoselectedperformancegoals.Toensurethatcertain performancegoalsandresultingresourceallocationsareasaccurateaspossible,theNRC periodicallyassesseswhethertheinformationandassumptionsusedinthebudget developmentprocessareup-to-date.IntheNRC'syearlypreparationofitsbudgetplans,oneelementinthebudgetingprocesswithsignificantresourceimplicationsisthenumberoflicenserenewalapplicationsexpectedtobe received.Assetforthbelow,voluntarysubmissionoflicenseeplansregardinglicenserenewal wouldassisttheNRCinitsbudgetingandplanningprocesses.ML003752145 RIS2000-20Page2of3SUMMARYOFISSUEToimprovetheaccuracyoftheresourceforecasts,theNRCisaskingthatallpowerreactorlicenseesprovideadvancenoticeiftheyintendtopursuelicenserenewal,includingthe anticipatedscheduleforfilingrenewalapplications.Inaddition,licenseesareencouragedto notifytheNRCofchangesinpreviouslyannouncedschedulesforfilingsuchapplications.The NRCwillusetherenewalapplicationfilingscheduleinformationintheplanningandbudgeting ofagencyresources.Becauseoftheresourceimplicationsassociatedwitheachapplication, theNRCwillbudgetitsresourcesonthebasisofknownapplications.Applicationsreceivedfor whichtheNRChasnotreceivedadvancenoticewillbeassessedusingtheintegratedplanning, budgeting,andperformancemanagementprocessandscheduledtotheextentpracticalona case-by-casebasis.Ifalicenseedeterminesthatlicenserenewalapplicationscheduleinformationisproprietaryinnaturebecauseitrepresentsconfidentialfinancialorcommercialinformation,thelicenseemay submittheinformationalongwithanaffidavitpursuantto10CFR2.790(b)tohavethe informationwithheldfrompublicdisclosure.Theaffidavitshouldcontainthebasisfor withholdingtheinformationfrompublicdisclosure.GuidanceonthissubjectisprovidedinManagementDirective(MD)3.1,"FreedomofInformationAct";MD3.4,"ReleaseofInformationtothePublic";andMD12.6,"NRCSensitive UnclassifiedInformationSecurityProgram."Themostapplicableprovisionrelatingto informationwithheldfrompublicdisclosureiscontainedintheHandbookattachedtoMD3.4, specifically,Section(A)(4)ofPartIV,"InformationNotRoutinelyReleasedtothePublic,"which refersto"otherconfidentialfinancialorcommercialinformation(i.e.,proprietaryinformation)
