Dear Chairman Ahearne:
I am in receipt of the Atomic Safety and Licensing Board's Order of Dece.mber 12, 1979 setting a special hearing for December 28 on the issue of whether to resume interim operations of the Trojan nuclear plant.
I had hoped the Board would have set the hearing for an earlier date.
I am, however, appreciative of the Board's comment "that the public interest requires expedi'tious consideration and resolution of the issues embraced in the November 30 Order."
As stated in my letter of December 11, my principal concern is that we have a decision as soon as possible.
We expect, by December 28, to'have a more definitive measurement of the water supply problems.
Indeed, we expect that the critical decision whether to impose further curtailments,on the use of electrical power will have to be made at that time.
As I pointed out in my letter, those curtailments could be substantial, both in terms of inconvenience to the citizens and severe economic impact.
Obviously the resolution of the Trojan issue will have a substantial bearing on the degree of curtailments which will be necessary.
I would, therefore, appreciate your advising me whether it is the j
Board's expectation to provide us with some definitive resolution 1
immediately after its hearings.
I cannot emphasize strongly enough the seriousness of this situation.
Based on the information available to us now, the most optimistic predictions are that we will have to make some voluntary curtailments of a manageable nature.
Some curtailments have already taken place.
It is con-ceivable, however, that if the snowpack does not develop and Trojan continues to be closed, that mandatory curtailments on industrial and residential customers will be necessary.
