t The purpose of this. letter is to reiterate concerns that I expressed to you on behalf of Governor Atiyeh in our phone > conversation this' morning.. We had been informed earlier } today that the Atomic Safety and Licensing Board was con-j sidering setting hearings for December 28-29, 1979, to determine whether to permit the Trojan nuclear plant to y { resume operations. 9 Governor Atiyeh had written you yesterday expressing his concern over the impact upon the Northwest of prolonged procedural dela'ys in the disposition of this issue. We face p ) a critical electrical supply situation, not only because of n the closure of Trojan, but because of the low amount of water

We have also placed on line some petroleum-fired plants, but we have no assured source of supply, particularly b natural gas. The purpose of my call was merely to request that consideration be given to setting the hearings at an is earlier date and also possibly giving consideration to re-instating the Board's previous order permitting interim operation. I wish to reiterate that it is not the Governor's intention to attempt to influsnce either the Board or the Commission i-with respect to the substantive ~ safety issues that confront i you. The Governor is, however, very concerned that we get a decision in as expeditious a manner as humanly possible. We recognize that expediting the hearings will put a great deal of pressure on the parties to get their' arguments together, but this is a small price to pay in the face of the critical energy shortage that is likely to come about in the Northwest. .+ 9 a 800228 551 0 )
