APPROVAL OF CENTRUS ENERGY CORP. AMERICAN CENTRIFUGE OPERATING PROCESS TELEPHONE SYSTEM INFORMATION SYSTEM SECURITY PLAN (EPID L-2020-LLA-0065)
Dear Ms. Fitch:
By letter dated April 12, 2021 (Agencywide Document Access and Management System
[ADAMS] Accession No. ML21182A243), American Centrifuge Operating, a wholly owned subsidiary of Centrus Energy Corp. (Centrus), requested that the U.S. Nuclear Regulatory Commission (NRC) amend License No. SNM-2011 for the American Centrifuge Plant (ACP), for the Process Telephone System (PTS) Information System Security Plan (ISSP) SP-3605-0044.
The purpose of the PTS ISSP is to ensure that processing classified data on the PTS, up to and including Secret Restricted Data, will be conducted in a manner that protects the confidentiality and security of the data.
The NRC staff has completed its review of the PTS ISSP and has found that it complies with applicable regulatory requirements and implements relevant guidance. Accordingly, the NRC staff finds the PTS ISSP to be acceptable because it will ensure that classified data processed on the PTS is adequately protected. The details associated with the review are documented in the enclosed non-public security evaluation report (SER). In response to this application, NRC has added condition 10.aa to license SNM-2011 related to adherence to the Process Telephone System Information System Security Plan.
In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter and Enclosure 3 will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records component of the NRCs ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). Enclosures 1 and 2 to this letter contain sensitive, unclassified information, and are therefore deemed Official Use Only (OUO). Therefore, they will not be placed in the Public Document Room, nor will it be publicly available in ADAMS.
Enclosures 1 and 2 transmitted herewith contain security-related information. When separated from the sensitive conditions in the enclosures, this document is decontrolled.
