SUBJECT:
SEABROOK STATION, UNIT NO. L RELIEF FROM ASME CODE SECTION XI REQUIREMENTS -(TAC M97202)
Dear Mr. Feigenbaum:
By letter dated October 22,1996, as suppler.ented by letter dated May 6,1997, North Atlantic Energy Service Corporation (North Atlantic) submitted
- squest for relief from the American Society of Mechanical Engineers (ASME) Bn" .
ure Vessel Code,Section XI requirements regarding the inservice insp* cor m'idual heat removal (RHR) heat exchanger nozzle welds ar.d the reactor - -
ead nuts. The relief requested is for the use of alternative examinations that t wucted in lieu of the Code required examinations to ensure system integrity ai.a aperational readiness.
As discussed in the enclosc: eafety evaluation, the staff has determined that the proposed attemative examinations f .r the RHR heat exchanger nozzle welds and the reactor vessel closure head nuts prov4 . accepable level of quality and safety, as defined under the provisions of 10 CFR 6 sa(a)(3)(i). The staff has determined that granting the requested relief is authorized by law and will not endanger life and pronerty or the common defense and security and is otherwise in the public interest given due consideration to the burden upon North Atlantic that could result if the Code requirements were imposed on the Eeabrook Station.
Therefore, pursuant to 10 CFR 50.55a(a)(3)(i), North Atlantic's proposed alternative examinations are authorized.
Sincerely, 0 ri g 1:n af ;1.g n e d"by Cecil O. Thomas, Director Project Directorate 1-3 f
