Scone / Status of Review The Nuclear Regulatory Commission (NRC) is responsible for the review and disposition of licensee submittals relating to inservice inspection i
requirements contained in the Code of Federal Regulations (CFR 10 CFR 50.55a, and the American Society of Mechanical Engineers) (ASME),
i Section XI.
Included within a submittal, licensees are required to provide both a regulatory basis (by citing the appropriate section of 10 CFR 50.55a), and a technical discussion, to support the request. This information is used to establish the context of each evaluation.
The staff has reviewed the available information submitted by North Atlantic by letter dated October 22, 1996, requesting review and approval of ISI Relief Requests Number IR-6 and IR-7 for the first 10-year inservice inspection interval.

Additional Information Reauired 4
1 Based on the current review, the staff has concluded that additional information and/or clarification is required to complete the evaluation.
A.
The staff has determined that licensees must state the specific d
paragraph of the Regulations under which each proposed alternative or request for relief is submitted. North Atlantic should review the October 22, 1996, submittal and provide the required references to ensure that each proposed alternative or request for relief is evaluated in accordance with the appropriate criteria, as discussed below.
A licensee may propose an alternative to CFR or Code requirements in accordance with 10 CFR 50.55a(a)(3)(1) or 10 CFR 50.55a a)(3)(11).
When submitting a proposed alternative, the licensee mus(t specify the appropriate regulatory basis.
Pursuant to 10 CFR 50.55a(a)(3)(1), the i
proposed alternative must be shown to provide an acceptable level of quality and safety, i.e., essentially, be equivalent to the original requirement in terms of quality and safety. Pursuant to 4
10 CFR 50.55a(a)(3)(ii), the licensee must show that compliance with the original requirement results in a hardship or unusual difficulty without a compensating increase in the level of quality and safety.
4 Examples of hardship and/or unusual difficulty include, but are not limited to, excessive radiation exposure, disassembly of components solely to provide access for examinations, and development of sophisticated tooling that would result in only minimal increases in
. examination coverage.
ENCLOSURE t
O A licensee may submit a request for relief to ASME requirements.
In accordance with 10 CFR 50.55a(g)(5)(111), if a licensee determines that conformance with certain code requirements is impractical for its facility, the licensee shall notify the Commission and submit, as specified in 550.4, information to support that determination. When a licensee determines that an inservice inspection requirement is impractical, e.g., the system would have to be redesigned, or a component would have to be replaced to enable inspection, the licensee should cite this portion of CFR to support the criteria for evaluation. The NRC ma placed on the licensee,y, giving due consideration to the burden impose an alternative examination requirement.
B.
For Request for Relief IR-6, it appears that North Atlantic is requesting relief for the Residual Heat Exchanger nozzle-to-shell weld examination (s), on the technicality that the Code does not address the nozzle design for Seabrook Station.
Please provide a sketch that depicts the subject nozzle-to-shell design and describe the technique that will be implemented to perform the volumetric examination. This information will be used to determine if North Atlantic's proposed alternative provides an acceptable level of quality and safety.
