Denver Valley Power Station, Units No. I and 2 11V-1 Docket No. 50-334, License No. DPR-66 HV-2 Docket No. 50-412, License No. NPF-73 Proposed Operating License Change 190/54 (Tac. Nos. 80094/80095).

Enclosed are the following:

1. An application for amendment to the above licenses to add a surveillance requirement to provide for the removal and examination of the reactor vessel material irradiation surveillance specimens in accordance with 10CFR50, Appendix H.
2. Documents designated ?.ttachments A, B and C, which set forth, respectivery, the changes in the Technical Specifications, the safety analysis (including the no significant hazards evaluation), and the typed replacement Technical Specification pages.

This change has been reviewed by the onsite Safety Committec and the Offsite Review Committee and was determined to be safe based on the attached safety analysis.

The requested target dato for approval of this proposed change is December 2, 1991.

Regulatory Commission, Duquesne Light Company hereby requests that the Technical Specifications be amended to modify Technical Specification 3.4.9.1 to add Surveillance Requirement 4.4.9.1.c to provide for the removal and examination of the reactor vessel material irradiation surveillance specimens in accordance with -

10CFR50 Appendix 11 . 4.4.9.1.c would also state that the results of the examinations shall be used to update Figures 3.4-2 and 3.4-3 (Reactor Coolant System lleatup and Cooldown Curves).

The proposed technical specification changes are set forth in Attachment A to this application. A safety analysis and no significant hazard evaluation are set forth in Attachment B. Typed replacement pages for the Technical Specifications are included in Attachment C. Based on the guidance provided by the Commission, the proposed changen have been determined to involve no significant hazards consideration in accordance with 10 CFR 50.92.

WiiEREFORE , applicant respectfully requests that Appendix A to these operating licenses be amended in the form attached hereto as Attachment A.
