APPLICATION FOR AMENDMENT TO OPERATING LICENSE i
Pursuant to Section 50.90 of the regulations of the U.
S.
Nuclear Regulatory Commission, Duquesne Light Company hereby requests that the Technical Specifications be amended to modify Technical Specification 3.4.9.1 to add Surveillance Requirement 4.4.9.1.c to provide for the removal and examination of the reactor vessel material irradiation surveillance specimens in accordance with 10CFR50 Appendix

4.4.9.1.c would also state that the results-of.
the examinations shall be used to update Figures 3.4-2 and 3.4-3 (Reactor Coolant System Heatup and Cooldown Curves).
The proposed technical spuification changes are set forth in Attachment A
to this application.
A safety analysis and no significant hazard evaluation are set forth in Attachment B.
Typed replacement pages for the Technical Specifications are included in Attachment C.
Based on the guidance provided by the Commission, the proposed changes have been determined to involve no significant hazards consideration in accordance with 10 CFR 50.92.
WHEREFORE, applicant respectfully requests that Appendix A to these operating licenses be amended in the form attached hereto as Attachment A.
