SUBJECT: SUSQUEHANNA STEAM ELECTRIC STATION - NRC INSPECTION REPORT 05000387/2007403 AND 05000388/2007403
Dear Mr. McKinney:
On June 8, 2007, the United States Nuclear Regulatory Commission completed an inspectionat your Susquehanna Steam Electric Station, Units 1 and 2. The enclosed inspection report documents the inspection results which were discussed on June 8, 2007, with Mr. V. Schuman and other members of your staff.This inspection examined activities conducted under your license as they relate to safety,common defense and security, and compliance with NRC Orders related to the transportation of radioactive material and the handling of safeguards information. The inspection was based upon Temporary Instruction (TI) 2201/001, "Inspection of Additional Security Measures for Radioactive Material Quantities of Concern (RAMQC)." The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel.Based on the results of this inspection, no violations were identified. No reply to this letter isrequired.In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter, itsenclosure, and your response (if any) will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component for the NRC's document system (ADAMS). SUMMARY OF FINDINGS
IR 05000387/2007403 and 05000388/2007403; Susquehanna Steam Electric Station, Units1 & 2; Inspection of Additional Security Measures for Radioactive Material Quantities of
Concern (RAMQC)The report covered an announced one-day inspection related to safety, common defense andsecurity, and compliance with NRC Orders related to the transportation of radioactive material and the handling of safeguards information. The inspection was conducted by two regional inspectors and was based upon Temporary Instruction (TI)201/001, "Inspection of Additional
Security Measures for Radioactive Material Quantities of Concern (RAMQC)." The inspectors determined that the licensee had developed an adequate program for the transportation of radioactive material and the handling of safeguards information.A.NRC Identified and Self-Revealing Findings

a. Inspection Scope
The inspectors reviewed the RAMQC program to assess the licensee'simplementation of the additional security measures (ASM) imposed by NRC Order EA-05-007, "Imposing Additional Security Measures on the Transportation of RAMQC," issued July 19, 2005. The inspectors also reviewed the implementation of the Safeguards Information-Modified Handling (SGI-M) protection requirements specified in NRC Order EA-04-0191, "Imposing Requirements for the Protection of Certain Safeguards Information," issued November 5, 2004.The inspectors reviewed each ASM and SGI-M requirement identified in the ordersreferenced above. The inspectors interviewed personnel and reviewed program documents and implementing procedures.b.Findings and ObservationsNo findings of significance were identified. The inspectors concluded that PPLpersonnel developed an adequate RAMQC program.40A6Meetings, Including ExitExit Meeting SummaryOn June 08, 2007, the NRC inspectors presented the inspection results to Mr. Schumanand staff members.
