Protected Service Water System Unavailability 16.9.22 BASES The purpose of this Selected Licensee Commitment (SLC) is to monitor the performance of the major design features associated with the functions for the Protected Service Water (PSW)System. To monitor performance of these functions, unavailability must be logged.The PSW system and related equipment are being constructed.

As portions of the PSW System and related equipment are completed and placed in service, this SLC will require changes to incorporate the new Maintenance Rule functions to facilitate monitoring of unavailability per the Maintenance Rule Program.COMMITMENTS A. Provide power from alternate power system substation to Protected Service Water (PSW)switchgear (includes power to substation from Fant Black line, and power paths to both PSW switchgears).

If power path through PSW breaker B or power path through PSW breaker D is unavailable, then B7T-01 (B6T-B7T Tie) can be racked in and closed to supply both PSW switchgears to meet this commitment.

B. Provide power for required PSW system loads (includes CT-6 Transformer, breaker B6T-1 (B6T 4160V Feeder), and breaker B6T-2 (PX1 3 Load Center Transformer).

If power path through CT-6 Transformer with breaker B6T-1 (B6T 4160V Feeder) is unavailable then B7T-01 (B6T-B7T Tie) can be racked in and closed to supply both PSW switchgear to meet this commitment.

C. Provide power for an independent backup source of electrical power to support essential SSF system loads (includes CT-7 Transformer, breaker B7T-2 (B7T 4160V Fdr), breaker B7T-4 (SSF Bus Alt Feed), and breaker OTS1-0 (SSF Alternate Power Supply Bkr). No other 4160V loads on B7T switchgear are required.

If power path through CT-7 Transformer with breaker B7T-2 (B7T 4160V Feeder) is unavailable then B7T-01 (B6T-B7T Tie) can be racked in and closed to supply both PSW switchgear to meet this commitment.

If SLC 16.9.19, "Gravity Induced Reversed Flow to Standby Shutdown Facility (SSF)through a Unit 2 Condensate Cooler" is not met, power must be available to PSW switchgears from Fant Black line to meet this commitment.

D. Provide 125 VDC power to the PSW system (includes one PSW Battery, associated PSW Battery Charger, PSW 125V DC Power Distribution Center (DC01), both PSW Building 125V DC Panels (1 DC and 2DC), and AB 125V DC Panelboards (1 PSWPL2DC, 2PSWPL2DC, and 3PSWPL2DC).

E. Provide normal power supply for required 600/208/120 VAC loads in PSW building (includes PX13 Transformer, PX1 3-5B (PX13 Load center Feeder), PX13-4C (XPSW Normal Feeder Breaker), PSW Manual transfer Switch for XPSW, and MCC XPSW). Alternate Power supply to XPSW from Radwaste does not satisfy commitment.

F. Provide heating and ventilation (QA-1) in the PSW Building (Transformer room AND In-service Battery room) (includes required ductwork, fans, heaters, dampers, supports, and associated system controls).

Protected Service Water System Unavailability 16.9.22 G. Capability to power both PSW switchgears from Keowee Hydroelectric Station includes the"A" channel of Keowee Emergency Start Circuitry, one Keowee Hydro Unit and associated KPF switchgear breakers (KHU-1 and KPF-9 or KHU-2 and KPF-10), and power paths to both PSW switchgears.

If power path through KPF-1 1 with PSW breaker A or power path through KPF-12 with PSW breaker C is unavailable, then B7T-01 (B6T-B7T Tie) can be racked in and closed to supply both PSW switchgears to meet this commitment.

H. Capability to provide PSW power to the selected A or B HPI pump motor on each unit includes B6T 4160V breakers, PSW HPI Manual Alignment Switch (locally selected to A or B HPI Pump), PSW Motor Operated Transfer Switch to align PSW power to selected HPI Pump. Includes equipment required to operate selected HPI Pump from Main Control Room.1. Capability to provide PSW power to 600/208/120 VAC loads on each unit includes PX13 600V breaker (PX13-4D, PX13-3C, and PX1 3-3D) to associated 600V MCC, associated 600V MCC(s) (1XPSW, 2XPSWA, 2XPSWB, 3XPSW) and associated 208/120V panel(s)(1KPSW, 2KPSW, 3KPSW). Includes PSW breakers to each unit's HP-139, HP-140, HP-24, HP-26, RC-155, RC-156, RC-157, RC-158, RC-159, and RC-160.Includes PSW Transfer Switches to each unit's HP-24, HP-26, RC-1 55, RC-1 56, RC-1 57, RC-158, RC-159, and RC-160. Includes equipment required to operate components from Main Control Room.ACTIONS When the functions required by COMMITMENTS A, B, C, D, E, F, G, H, or I are not met, the respective Required Action is to log the unavailability of the function.SURVEILLANCE REQUIREMENTS N/A REFERENCES
