SUMMARY

OF THE DECEMBER 13, 2006, PUBLIC EXIT MEETING TODISCUSS THE RESULTS OF NRC CONFIRMATORY ACTION LETTER FOLLOWUP INSPECTIONS THAT REVIEWED THE EFFECTIVENESS OF LICENSEE ACTIONS IN THE AREAS OF HUMAN PERFORMANCE, SUPPLEMENTAL INSPECTION PROCEDURE 95002 ISSUES, AND CORRECTIVE ACTION PROGRAM On December 13, 2006, the Nuclear Regulatory Commission (NRC) held a public exit meetingat the Quail Hollow Resort in Painesville, Ohio. The meeting was between NRC Region III andFirstEnergy Nuclear Operating Company (FENOC) management to discuss the results of the NRC's Confirmatory Action Letter (CAL) Followup inspections of the Human Performance, Supplemental Inspection Procedure 95002 Issues, and Corrective Action Program areas. The meeting notice, NRC presentation, and licensee presentation can be found in the Agencywide Document Access and Management System (ADAMS) as ML062900484, ML063490027, andML063490024, respectively. A list of principal NRC and licensee meeting participants can befound in the attached Enclosure.The NRC began the meeting with a review of Perry's performance since entering the Multiple/Repetitive Degraded Cornerstone column of the NRC's Action Matrix. This was followed by an overview of the CAL and a brief summary of the results of previous CAL followup inspection activities. The results of the subject inspections were then discussed.

FENOC then responded to the NRC's assessment and discussed the progress of improvement efforts at Perry. At the end of the meeting, members of the public were given the opportunity to ask questions of NRC officials and FENOC representatives.Sincerely,/RA/Eric R.
