Combined Inspection 50-220/92-08; 50-410/92-09 This refers to the safety inspection conducted by Mr. J. Furia of this office on March 16-20, 1992, of activities authorized by NRC License Nos. DPR-63 and NPF-54, and to the discussions of our findings held by Mr. Furia with Mr. J. Firlitand other members of your staff at the conclusion of the inspection.
Areas examined during this inspection are important to health and safety and included radiological controls during the second refueling outage at Unit 2, and the forced outage at Unit 1, as described in the NRC Region I Inspection Report which is enclosed with this letter.
Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector.
In general,'mproved radiation protection performance was observed-at Unit 2 during its refueling outage as compared to its first refueling outage.
Significant improvement areas included ALARAplanning and implementation, control of work activities in radiological areas, and pre-planning of work. No safety concerns or violations of regulatory requirements were identified.
During the inspection, we reviewed the initial results of your audit of the dosimetry records program, during which. your staff identified several errors in the administration of the program.
The audit was performed in preparation for implementation of a computerized radiation protection records system.
It is our current understanding that corrective-actions to reduce the frequency of these errors have been taken, pending implementation of the new
'ystem, and that your staff agreed to provide, to the NRC Senior Resident Inspector,'eginning in June 1992, a monthly report of the results of your ongoing audit of the active
'adiological dosimetry records. Ifour understanding is not correct, please contact me

As discussed in Section 3.3 of the enclosed inspection report, we have classified this issue as an Unresolved Item pending our further review of the overall findings of your
'ngoing audit.
Our inspector. also noted the exceptional support provided by your staff on March 17, 1992, in responding to the scene of the accident near the Nine Mile Point site involving a truck transporting an empty radioactive waste shipping cask.
The radiation and contamination surveys they performed were instrumental in assuring the NRC.and the public that there were no radiological consequences'ssociated with the accident.
