SUMMARY
OF SEPTEMBER 18, 2018, MEETING WITH EXELON GENERATION COMPANY, LLC REGARDING THE SUBMITTAL OF A POTENTIAL LICENSE AMENDMENT RELATED TO THE HIGH PRESSURE SERVICE WATER SYSTEM AT PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3 (EPID L-2018-LRM-0060)
On September 18, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a potential license amendment request to modify the high pressure service water (HPSW) system. The meeting notice and agenda, dated September 7, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18260A291. A list of attendees is enclosed.
Exelon presented information (ADAMS Accession No. ML18260A082). The licensee briefly summarized that the proposed license amendment request is expected to be submitted for Peach Bottom Atomic Power Station (Peach Bottom), Units 2 and 3, by the end of September 2018 to support changes to the design and licensing basis described in the Updated Final Safety Analysis Report for the HPSW system. The proposed changes would reduce the HPSW system operating pressures, allowing a reduction in design pressure rating of the HPSW system piping to provide additional corrosion margin in the system pipe wall thickness, thereby increasing the margin of safety for the existing piping. The proposed changes would also temporarily revise the Peach Bottom, Units 2 and 3, Technical Specification (TS)
Sections 3.6.2.3, "Residual Heat Removal (RHR) Suppression Pool Cooling"; TS 3.6.2.4, "Residual Heat Removal (RHR) Suppression Pool Spray"; TS 3.6.2.5, "Residual Heat Removal (RHR) Drywell Spray"; and TS 3.7.1, "High Pressure Service Water (HPSW) System." These temporary one-time TS changes are needed to allow sufficient time to perform expeditious physical modifications of the Units 2 and 3 HPSW systems to support the proposed reduction of the HPSW design pressure and to allow for timely repairs to the Unit 3 RHR heat exchanger.
Exelon discussed the diagrams exhibited in its presentation. The NRC staff discussed a number of items for Exelon to consider before its submittal. Items to consider included impact on Chapter 15 events, including potential for releases of radioactive material; the Generic Letter 89-13 program; definitions of "high" and "moderate" pressure systems; and potential radiologic consequences from the work being done (in a potentially high radiation area).
