The ltcensee has responded t o t h t s request by l e t t e r dated A u g u s t 10, 1982.
Because of the addittonal information provided by the ltcensee i n i t s August 1 0 t h l e t t e r , the Comntssion t!; able t o conslder the exemptton request on t t s merits. Both I n Ots study and i t s response t o s t a f f s questions, Cmsumers Power has postulated a maxtmum credtble accident whtch results i n releases o f 100%of the noble gdses, 100%of the todines, 1% o f the cesiums and a b o u t 105 o f tlie other solids. The licensee states, T h i s release fraction i s conslstent wtth rlASH-1400 (Appendix V ,
Table V2-11, where the worst case (PWR-1) resulted I n a release of 90%
of the noble gases, 70% of the halogcnt, 40% of the cesiums and 0-405

Tho a w m p t i o n s and mtthodo!ogy used by the licensee I n I t s study provide a reasonable attempt t o estimate decomisstonfng costs and apraar t o be compatible with prellmlnary findfngs o f a 4 t u 9 developed for t h e Comnission (Technology, Safety and Cdsto o f Decomnisslonlng a t Reference L i g h t Water Reactors Involved i n Postulated Accjdents, HUREG/CR-PCOl, P a c i f i c Northwest Labovatory, t o be publfshed). This r e p o r t considers three accident scenarios w i t h a THI-2 type accident consfdered t o be o f f n t e n e d f d t e severity. Thfs information indicates t h a t although there i s srme r e l a t i o n s h i p between s i z e o f a reactor and accident cleanup costs, c e r t a i n o f the major costs tnvolved w i t h accident cleanup -- such as defueltng a damaged reactor, a c t t v t t i e s t o maintain a f a c t l t t y I n c o l d shutdortn, and constructton o f new treadnenr f a c i l t t i e s -- are not s t r i c t l y poHer l e v e l dependent. The 1tcen:ee has indicated lower expected costs overall f o r cleanup o f B i g Rock P d r t because o f I t s - s m a l l size. However, i t has c o r r e c t l y indicated those steps i n the cleanup process, as used I n the examples above, m e r e cost i s n o t d i r e c t l y r e l a t e d t o core stre.
