ISSUANCE OF CERTIFICATE OF COMPLIANCE NO. 1014, AMENDMENT NO. 15 FOR THE HI-STORM 100 MULTIPURPOSE CANISTER STORAGE SYSTEM (DOCKET NO. 72-1014, CAC NO. 001028, EPID: L-2019-LLA-0059)

By a letter dated March 20, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19092A192), and supplemented on September 16, 2019 (ADAMS Accession No. ML19277G818), April 28, 2020 (ADAMS Accession No. ML20128J292),
May 15, 2020 (ADAMS Accession No. ML20128J292), June 12, 2020 (ADAMS Accession No. ML20164A294), June 22, 2020 (ADAMS Accession No. ML20174A397), July 30, 2020 (ADAMS Accession No. ML20213C679), August 14, 2020 (ADAMS Accession No. ML20229A001),
September 1, 2020 (ADAMS Accession No. ML20245E463), and September 25, 2020 (ADAMS Accession No. ML20269A425), Holtec International (Holtec) submitted an application in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 72 for an amendment to Certificate of Compliance (CoC) No. 1014 for the HI-STORM 100 Multipurpose Canister (MPC) Storage System. Amendment No. 15 revises the certificate and technical specifications to 1) add a new version of a transfer cask and its applicable MPCs; 2) include MPC-32M for storage in the HI-STORM 100 System; 3) include MPC-32 Version 1 and MPC-68 Version 1 for storage in the HI-STORM 100 System; 4) add a new overpack; 5) add three additional boiling water reactor (BWR) fuel types to the approved content for MPC-68M; 6) lower the allowed ambient temperature from 80°F to 70°F for Version E overpack; 7) add HI-DRIP and dry ice jacket (DIJ) ancillary system as additional cooling when the MPC is loaded in the HI-TRAC transfer cask; 8) allow for partial gadolinium credit for BWR fuel assemblies types 10x10 and 11x11 assembly classes in MPC-68M; 9) include allowance for canisters currently loaded under earlier amendments which had different helium leak test requirements; 10) update Drawing No. 7195 for the MPC-68M by removing dimensions which are not used in the safety analysis; 11) include DIJ as an optional alternate cooling method for short-term operation of the loaded HI-TRAC. Amendment No. 15 also makes several clarifications and editorial and minor changes.
As stated in the Federal Register (86 FR 16291, March 29, 2021), the effective date of Amendment No. 15 to CoC No. 1014 is June 14, 2021. Attached are CoC No. 1014, Amendment No. 15, and the corresponding technical specifications and final safety evaluation report. This certificate constitutes the approval and conditions for the use of the HI-STORM 100 MPC Storage System for the storage of spent nuclear fuel under the general licensing provisions of 10 CFR 72.210.
