THREE MILE ISLAND NUCLEAR STATION, UNIT 1 - NRC INSPECTION REPORT 05000289/2007403
Dear Mr. Crane:
On May 30, 2007, the United States Nuclear Regulatory Commission completed an inspection at your Three Mile Island Generating Station. The enclosed inspection report documents the inspection results which were discussed on May 30, 2007, with Mr. T. Dougherty and other members of your staff.
This inspection examined activities conducted under your license as they relate to safety, common defense and security, and compliance with NRC Orders related to the transportation of radioactive material and the handling of safeguards information. The inspection was based upon Temporary Instruction (TI) 2201/001, Inspection of Additional Security Measures for Radioactive Material Quantities of Concern (RAMQC). The inspector reviewed selected procedures and records, observed activities, and interviewed personnel.
Based on the results of this inspection, no violations were identified. No reply to this letter is required.
In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter, its enclosure, and your response (if any) will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of the NRCs document system (ADAMS). The report covered an announced one-day inspection related to safety, common defense and security, and compliance with NRC Orders related to the transportation of radioactive material and the handling of safeguards information. The inspection was conducted by one regional inspector and was based upon Temporary Instruction (TI) 2201/001, Inspection of Additional Security Measures for Radioactive Material Quantities of Concern (RAMQC). The inspector determined that the licensee had developed an adequate program for the transportation of radioactive material and the handling of safeguards information.

Radioactive Material Quantities of Concern (RAMQC) - 1 sample
a. Inspection Scope
The inspector reviewed the RAMQC program to assess the licensees implementation of the additional security measures (ASM) imposed by NRC Order EA-05-007, Imposing Additional Security Measures on the Transportation of RAMQC, issued July 19, 2005. The inspector also reviewed the implementation of the Safeguards Information-Modified Handling (SGI-M) protection requirements specified in NRC Order EA-04-0191, Imposing Requirements for the Protection of Certain Safeguards Information, issued November 5, 2004.
The inspector reviewed each ASM and SGI-M requirement identified in the orders referenced above. The inspector interviewed personnel and reviewed program documents and implementing procedures.
b. Findings and Observations
No findings of significance were identified. The inspector concluded that AmerGen personnel developed an adequate RAMQC program.

Exit Meeting Summary
On May 30, 2007, the NRC inspector presented the inspection results to Mr. T. Dougherty and staff members. The inspector confirmed that proprietary and safeguards information were not included in this inspection report.
