SUBJECT: NRC PREDECISIONAL ENFORCEMENT CONFERENCE REPORT

Dear Mr. Mueller:

i This refers to a Predecisional Enforcement Conference conducted by Mr. A. B. Beach, i Regional Administrator, and other members of the Region ill and Headquarters staff on ,

November 12,1996. The subject of this conference was the apparent violations at Zion l Station identified in NRC Inspection Reports No. 50-295/96011: 50-304/96011 and i involving: (1) an ineffective 10 CFR 50.59 Safety Evaluation process: (2) inadequate

- modification closecut and post-modification testing: (3) failure to follow procedures and l inadequate procedures which contributed to lack of control of Technical Specification l

'

Interpretations: (4) inadequate identification and resolution of recurring equipment deficiencies; and (5) weak oversight of engineering activities. We have enclosed a report 4 summarizing the discussion.  :

i You will be notified by separate correspondence of our decision regarding the Enforcement l Action based on the information presented and discussed at the Predecisional Enforcement .

Conference. No response is required until you are notified of the proposed Enforcenient !

Action.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and enclosed inspection report will be placed in the NRC Public Document Room. a
