The inspection findings indicate that certain. activities appeared to violate NRC | |||

requirements. The violation, references to pertinent requirements, and elements | |||

The violation described in the enclosed Notice of Violation involved a failure | |||

to satisfy a Technical Specification Limiting Condition for_0peration which . | |||

required the Emergency Condenser Cooling Water _(ECCW) system to be maintained in | |||

an operable condition. The violation resulted from inadequate . surveillance . | |||

testing to detect degradation of the ECCW system. As discovered during a test | |||

conducted on October 1,1986, because of air inleakage, the ECCW system was not . | |||

able to perform its required function of providing sustained siphon flow through | |||
the main condenser during a station blackout with the level of Lake Keowee nine | |||

feet below full pond. Although the system had been tested _according to the | |||
procedure and at the required frequency, the test procedure:was inadequate to | |||
reveal the system deficiencies. | |||
