MC9669)The U.S. Nuclear Regulatory Commission (NRC) staff conducted a conference call with EntergyNuclear Operations, Inc., (Entergy or the applicant) regarding the Pilgrim license renewal application (LRA) to discuss information sent to the NRC in response to requests for additional information (RAI) and to address other license renewal issues. The conference call was conducted on Tuesday, December 12, 2006, between 12:30 p.m. and 1:30 p.m., at 11555 Rockville Pike, Rockville, MD 20852. The list of participants is shown in the enclosure. The following is a summary of the conference call:The NRC Pilgrim Project Manager provided an introduction and began discussing the subjects to be covered in the conference: NRC staff considers the response to Pilgrim RAI 2.3.3.9-8 incomplete; NRC staff feels RAI 2.4.3-1 trash racks and traveling screens require aging management programs; request that Entergy justify the RAI 2.4.3-1 jib crane being considered out of scope of license renewal; concurrence that RAI 2.4.5-1 transmission towers are included in LRA Table 2.4-5; NRC staff requires the applicant to make a commitment to boiling water reactor vessel and internals program (BWRVIP)-94 and BWRVIP-76; discuss the core shroud tie rod upper bracket material and repair; discuss the validity of using one time inspections to assess reduction of fracture toughness in cast austenitic stainless steel (CASS) components; discuss RAI B.1.3-2 exception to NUREG 1800 AMP XI.M6. Discussion of RAI 2.3.3.9-8, resulted in the Entergy action to assess whether fire suppressionsystems for several transformers are within scope. Discussions regarding the trash racks, traveling screens and the jib crane resulted in an Entergy explanation as to why these components are considered out of scope. The discussion of the transmission towers resulted in the confirmation that the towers are represented in LRA table 2.4-5. Entergy stated that the commitment to BWRVIP-94 is reflected in Entergy procedure ENN-DC-135 and that a commitment to BWRVIP-76 will be addressed in a pending LRA amendment. Entergy explained that the core shroud tie rod upper bracket will be replaced in the April 2007, Pilgrim re-fueling outage. Entergy took an action to research LRA inconsistencies regarding the inspection for reductionof fracture toughness of CASS piping and pump casings. Entergy stated that exception 1 to GALL AMP XI.M6 need not be deleted from the LRA as a result of discussions with the NRC staff during this conference call.
