A 13-mile high-pressure natural gas pipeline permitted by Indeck and constructed by Niagara Mohawk was required to deliver sufficient gas volumes and eliminate the need for fuel gas compressors. The gas turbine is equipped for operation on #2 fuel oil as protection against natural gas supply interruptions.
 
All power is sold on a merchant basis; however, Oswego has a 10-year contract for differences with Niagara Mohawk Power Corporation. Since the cogeneration plant is adjacent to the existing boiler plant, Indeck continues to operate and maintain it as a back-up steam source under contract to Hammermill.
