The Commission 1 approved a Memorandum and Order in which the Commission took sua sponte review of the Atomic Safety and Licensing Board
=s January 28, 2010, Order admitting a new contention regarding safety culture in this license renewal proceeding. The Memorandum and Order reverses the Board's Order and terminates the adjudication.   
 
(Subsequently, on September 30, 2010, the Secretary signed the Memorandum and Order.)
