Reference:

1) Letter from John B. Hickman (USNRC) to John A. Christian, President, ZionSolutions, LLC, "Issuance of Conforming Amendments Relating to the Transfer of Licenses for Zion Nuclear Power Station, Units 1 and 2", dated September 1, 2010 In accordance with the provisions of 10 CFR 50.54, "Conditions of licenses," paragraph (p)(2),

ZionSolutions, LLC, (ZS) is submitting changes to the Zion Nuclear Power Station Defueled Station Security Plan. Changes to this document were implemented on September 1, 2010. In accordance with 10 CFR 50.54(p)(2) ZS is submitting these changes within two months of implementation.

On September 1, 2010, the NRC issued License Amendment 185 for the Zion Nuclear Power Station, Unit 1 and License Amendment 172 for the Zion Nuclear Power Station, Unit 2 (Ref. 1).

These amendments transferred the Zion operating licenses from Exelon Generation Company, LLC to ZionSolutions, LLC. The ZNPS Defueled Station Security Plan was revised at that time to reflect the change in ZNPS ownership and operation including the new ZionSolutions organization and security management positions. ZS has concluded that the changes do not decrease the safeguards effectiveness of the Defueled Station Security Plan.

The ZNPS Defueled Station Security Plan, Revision 4, is provided in Enclosure 1. The enclosure contains Safeguards Information. SAFEGUARDS INFORMATION November 1,2010 US Nuclear Regulatory Commission Page 2 of 2 withheld from public disclosure in accordance with 10 CFR 2.390, "Public inspections, exemptions, requests for withholding," paragraph (d)(1), and 10 CFR 73.22, "Protection of Safeguards Information: Specific Requirements," paragraph (a)(4). This cover letter when detached from Enclosure 1 does not contain safeguards information.
