The inspectors identified a finding of ver … The inspectors identified a finding of very low safety significance and an associated NCV of Perry Operating License Condition 2.C(6), Fire Protection, for the licensees failure to maintain a three-hour fire barriers as required by the Updated Safety Analysis Report (USAR). Specifically, the inspectors identified a through-wall hole, approximately two feet wide and two feet tall in the common wall between the Unit 2, Division 1 and Division 2, direct current (DC) switchgear rooms and another hole, approximately one foot wide and one foot tall between the Unit 2, Division 2 DC switchgear room and the outside hallway. The two through-wall holes were determined to be a performance deficiency associated with compliance to the licensees fire protection program because the walls are described in the USAR as three-hour fire barriers for the rooms in question. The performance deficiency was more than minor; and thus a finding, because it was associated with the Protection Against External Factors attribute of the Mitigating Systems Cornerstone and adversely affected the cornerstone objective to ensure the availability, reliability, and capability of systems that respond to initiating events to prevent undesirable consequences. The inspectors determined that the finding was of very low safety significance through analysis of the issue as a fire confinement problem and the fact that the reactor would still be able to reach and maintain safe shutdown despite the deficiency.
