The inspectors identified a finding of ver … The inspectors identified a finding of very low safety significance with an associated Non-Cited Violation of 10 CFR 50, Appendix B, Criteria V, Instructions, Procedures, and Drawings. The licensee failed to include appropriate quantitative or qualitative acceptance criteria in its surveillance test procedure for fulfilling the monthly surveillance requirement to demonstrate operability of the standby gas treatment (SGT) system as described in the Technical Specification Bases. As corrective action, the licensee revised the procedure to include acceptance criteria that system flow is normal and that no blockage, fan or motor failure, or excessive vibration is detected. The finding was of more than minor significance because it was associated with the Procedure Quality Cornerstone attribute for the Control Room and Auxiliary Building and adversely affected the Barrier Integrity Cornerstone objective to provide reasonable assurance that physical design barriers protect the public from radionuclide releases caused by accidents or events. Specifically, by not providing appropriate acceptance criteria by which the operability of the SGT system trains could be assessed, the ability of the SGT system to collect and treat the design leakage of radionuclides from the primary containment to the secondary containment during an accident could not be assured.
