Title 10 CFR 50.65, Maintenance Rule, sect … Title 10 CFR 50.65, Maintenance Rule, section (a)(1) requires, in part, that holders of an operating license shall monitor the performance or condition of structures, systems, or components within the scope of the rule as defined by 10 CFR 50.65 (b), against licensee established goals, in a manner sufficient to provide reasonable assurance such structures, systems, or components are capable of fulfilling their intended functions. Contrary to the above, the system engineer for system T2300 primary containment (torus-to-reactor vacuum breakers) failed to perform evaluations of various CARDs that documented as-found conditions outside the torus-to-reactor vacuum breaker acceptance criteria to determine whether maintenance rule functional failures had occurred. The maintenance rule expert panel had determined the T2300 system should be monitored as (a)(1) at the time. CARD 11-30255 was issued for this concern, and the functional failure evaluations were performed.
