Letter from J. Giessner (U.S. NRC Region Ill) to the D. Rhoades (Constellation Energy Generation, LLC), "Quad Cities Nuclear Power Station, Unit 2 - Final Significance Determination of A White Finding, Notice of Violation, and Assessment Follow Up Letter; NRC Inspection Report (05000254/2022091 and 05000265/2022091 )," dated November 29, 2022 In the referenced letter, Constellation Energy Generation, LLC (CEG) was informed of the final significance determination of a finding involving a failure of one of the four electromatic relief valves (ERV) associated with the automatic depressurization subsystem (ADS). The ERV failed to actuate during surveillance testing, which was determined to be caused by internal binding of the valve actuator. The internal binding was due to an improper valve actuator rebuild prior to being installed in the plant on April 7, 2020. The NRC determined the finding was appropriately characterized as White, a finding of low to moderate safety significance. As a result, the NRC assessed Quad Cities Nuclear Power Station Unit 2 to be in the Regulatory Response column of the NRC's Action Matrix, effective the third quarter of 2022.

Because of being placed in the Regulatory Response column of the NRC's Action Matrix, the NRC informed CEG of their plans to conduct a supplemental inspection using Inspection Procedure (IP) 95001, "Supplemental Inspection Response to Action Matrix Column 2 (Regulatory Response) Inputs," when CEG has notified the NRC of its readiness for this inspection.

This letter notifies the NRC of CEG's readiness for a supplemental inspection using NRC IP 95001 at Quad Cities Nuclear Power Station Unit 2. We request the supplemental inspection be performed during the week of May 1, 2023, to avoid conflict with the scheduled dates of the Unit 1 Quad Cities Nuclear Power Station's refueling outage.
