On June 10, 1996, the South Texas Project received a letter from the Nuclear Regulatory Commission (Reference 1) which stated that based on the Nuclear Regulatory Commission's review schedule, the Operations Quality Assurance Plan Change QA-027 would require more than the 60 days to complete its review. In addition, this letter stated that during a telephone discussion on June 3,1996 (this date is incorrectly stated in the June 10,1996 letter as April 3,1996) that the Nuclear Regulatory Commission planned to coordinate the review of Change QA-027 with the Office of Nuclear Reactor Regulations review of our Graded Quality Assurance Program submittal. The South Texas Project considers Operations Quality Assurance Plan Change QA-027 to be a "non-Graded Quality Assurance" submittal and, as such, should be reviewed independently from the Graded Quality Assurance Program submittal (Reference 3) by Region IV.

l The changes identified in Operations Quality Assurance Plan Change QA-027 were con.cidered administrative in nature and thus, the change was not considered to be a reductioa in commitment of the Operations Quality Assurance Plan per 10CFR50.54(a).
As such, Change QA-027 was made effective shortly after it was submitted.

The Operations Quality Assurance Plan which incorporated the methodology for l
implementation of the Graded Quality Assurance Program was also considered not to be a reduction in commitment and the South Texas Project intends to make it effective in August 1996. The Graded Quality Assurance submittal included all previous changes (including QA-027) only for completeness.
