STAFF REQUIREMENTS - SECY-25-0052 - NTH-OF-A-KIND MICROREACTOR LICENSING AND DEPLOYMENT CONSIDERATIONS The Commission has approved the staffs recommended Option 2, authorizing the staff to review and approve, and afford finality, as appropriate, information on standard operational programs or requirements submitted by applicants in connection with a design certification or manufacturing license application.
When utilizing this review process, it will be crucial for the staff to be as clear as possible when finality can and cannot be afforded to certain programs and program elements, both at the design certification or manufacturing license application stages and when referenced in an operating license application or combined license application. In such instances, providing feedback to applicants both verbally and in writing during the licensing process is strongly encouraged.
Because some elements of operational programs are inherently site-specific and will need to be addressed at the operating license stage, the staff should develop or update the appropriate guidance documents to clearly delineate site-specific aspects of operational programs that must be addressed by the operating license applicant.
