June 13, 2025 Week Ending: June 6, 2025 ENCLOSURE C Office of Nuclear Reactor Regulation Items of Interest Perry Nuclear Power Plant, Unit 1, License Renewal Application On May 29, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff issued the final safety evaluation (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25148A362) for the Perry Nuclear Power Plant, Unit 1, License Renewal Application. The review is on schedule for the issuance of the renewed license in August 2025.

Diablo Canyon Power Plant, Units 1 and 2 On June 4, 2025, the staff issued the final safety evaluation for the Diablo Canyon Power Plant, Units 1 and 2 (Diablo Canyon), license renewal application. The current schedule is to issue the renewed licenses by August 2025, which will extend the Unit 1 and Unit 2 licenses to November 2, 2044, and August 26, 2045, respectively. Diablo Canyon is currently in the period of timely renewal allowing the continued operation of the units pending completion of the federally mandated certifications and until the NRC issues a final licensing decision.

Bimonthly Public Meeting on the Reactor Oversight Process On June 5, 2025, NRC staff hosted a public meeting related to the Reactor Oversight Process (ROP) to discuss: ADVANCE Act Section 507 (Oversight and Inspection) operating reactors updates including those items that will be implemented on or prior to July 1, 2025, and the training on those items that occurred for the staff at the regional inspector counterpart meetings held this week. The meeting also discussed the staff resolution to ROP performance indicator on Occupational Safety Effectiveness Indicator question. Attendees included representatives from the Nuclear Energy Institute (NEI), the industry, and members of the public. The next bi-monthly public meeting on ROP-related matters is tentatively scheduled for July 23, 2025.

ADVANCE Act Section 507 Public Meeting On June 5, 2025, NRC staff hosted a public meeting related to the ADVANCE Act Section 507 ROP Performance Indicator (PI) program comprehensive review. Topics discussed included the PI working group charter, international PI benchmarking, early conceptual ideas and goals for revisions to the PI program, and an initial brainstorming session. Attendees included representatives from NEI, the industry, and members of the public. The next public meeting for the PI program comprehensive review is tentatively scheduled to occur during the week of July 21, 2025, and to include breakout sessions for PI development based on ROP cornerstone.

Long Mott Generating Station Construction Permit Application On June 10, 2025, the staff plans to publish a Federal Register notice announcing that the NRC has accepted the Long Mott Generating Station construction permit application for review. The notice also provides the public an opportunity to request a contested hearing within 60 days from the date of the notice.

June 13, 2025 Week Ending: June 6, 2025 ENCLOSURE D Office of Nuclear Material Safety and Safeguards Items of Interest Revised Industry Codes and Standards for Production and Utilization Facilities (PRM 127; NRC-2011-0069)

On June 6, 2025, the U.S. Nuclear Regulatory Commission (NRC) published a document in the Federal Register (90 FR 24083) to notice receipt of a petition for rulemaking submitted by Thomas Basso on behalf of the Nuclear Energy Institute. The petition, dated January 22, 2025, requests the NRC revise its regulations to remove specific conditions, clarify a specific requirement, and incorporate requested code cases to the next revisions of regulatory guides 1.84 and 1.147, which will be incorporated by reference into the agency's rulemaking on industry standards. The NRC is examining the issues raised in PRM-50-127 to determine whether they should be considered in rulemaking. Comments are requested by August 5, 2025.
