Office of Nuclear Reactor Regulation Items of Interest Week Ending March 28, 2025 U.S. Nuclear Regulatory Commission (NRC) Staff Attended Virtual Meetings Led by the Department of the Air Force (DAF) With the Public, Local and State Officials, and Tribal Contacts in the Fairbanks, AK Region Regarding the Eielson Microreactor Pilot Program During the period of March 18-20, 2025, U.S. Nuclear Regulatory Commission (NRC) staff attended several virtual meetings led by the Department of the Air Force (DAF) with the public, local and state officials, and Tribal contacts in the Fairbanks, AK region regarding the Eielson microreactor pilot program. During the meetings, Office of Nuclear Material Safety and Safeguards and Office of Nuclear Reactor Regulation staff provided updates on recent NRC activities related to microreactor licensing, the ADVANCE Act, and NEPA-related requirements.

The staff also supported a town hall held at Eielson Air Force Base and a public information session on advanced nuclear energy technology led by DAF and Idaho National Laboratories.

NRC Hosted its Second Hybrid Information Public Meeting for Discussing the NRC's Approach for Addressing Section 505 of the ADVANCE Act and the Strategic Direction Initiative Related to Nuclear Licensing Efficiency On March 24, 2025, the NRC hosted its second hybrid information public meeting for discussing the NRC's approach for addressing Section 505 of the ADVANCE Act and the strategic direction initiative related to nuclear licensing efficiency. The NRC held Q&A sessions with the industry and the public throughout the meeting. The meeting notice can be found at https://www.nrc.gov/pmns/mtg?do=details&Code=20250323. Approximately 275 people attended the meeting.

The Review of the Perry Nuclear Power Plant (Perry), Unit 1, License Renewal Application Exceeded the 18-Month Generic Milestone Schedule for Issuance of the Final Safety Evaluation On March 23, 2025, the review of the Perry Nuclear Power Plant (Perry), Unit 1, license renewal application exceeded the 18-month generic milestone schedule for issuance of the final safety evaluation. The staffs safety review has been delayed due to the applicants staffing challenges, which have prevented the timely resolution of technical issues. Specifically, the quantity and complexity of the outstanding technical issues that remain unresolved, as documented in letters dated April 19, 2024 (ML24095A328), and February 13, 2025 (ML25028A163), have contributed to the delays. On February 13, 2025 (ML25028A163), the NRC staff informed the applicant that the Perry scheduled due dates for Issue Safety Evaluation Report and Advisory Committee on Reactor Safeguards Full Committee Meeting will be revised from March 2025 to May 2025 and from May 2025 to July 2025, respectively.

The NRC staff does not expect needing additional hours to complete the review with the schedule change and expects no changes to the originally proposed renewed license issuance date of August 2025.

NRC Staff Hosted a Public Meeting Related to the Reactor Oversight Process (ROP)

On March 26, 2025, the NRC staff hosted a public meeting related to the Reactor Oversight Process (ROP) to discuss: ADVANCE Act Section 507 (Oversight and Inspection) operating reactors updates, including the schedule for the Section 507 report to Congress; training to APRIL 2, 2025 ENCLOSURE C

occur at the regional inspector counterparts meeting in June on implementation activities that will occur in July; and possible public workshops for the review and development of revised ROP performance indicators (PIs). Other topics discussed were: 1) an update on the Very Low Safety Significance Issue Resolution (VLSSIR) process and 2) an Advance Reactor Oversight Process (AROP) early development update. Attendees included representatives from the Nuclear Energy Institute, the industry, and members of the public. The next bi-monthly public meeting on ROP-related matters is tentatively scheduled for June 4, 2025.
