FOIA-2025-000438 Blind, Alan I am submitting this request under the Freedom of Information Act, 5 U.S.C. § 552, for expedited access to records related to the NRCs inspection activities for the restart of the Palisades Nuclear Plant as outlined in the "Palisades Restart Inspection Plan" (ML24228A195). Specifically, I request: 1. Copies of finalized and approved inspection plans for each inspection activity under the Palisades Restart Inspection Plan, approved by the Palisades Restart Team Lead and/or the inspectors Branch Chief. 2. Copies of finalized Requests for Information (RFIs) sent to the licensee, Holtec, as part of these inspections. As per Management Directive (MD) 3.4, finalized RFIs used in official NRC communications are no longer considered "pre-decisional" and are eligible for public release, as they form part of the NRC's regulatory actions. 3. Office of Nuclear Reactor Regulation Items of Interest Week Ending February 28, 2025 U.S. Nuclear Regulatory Commission (NRC) Staff Issued a Letter to Inform US SFR Owner, LLC, a Wholly Owned Subsidiary of TerraPower, LLC, of the Completion of the Draft Safety Evaluation with Holes for the Kemmerer Power Station Unit 1 Construction Permit Application On February 26, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff issued a letter (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25055A019) to inform US SFR Owner, LLC (USO), a wholly owned subsidiary of TerraPower, LLC, of the completion of the draft safety evaluation (SE) with holes for the Kemmerer Power Station Unit 1 construction permit application. Productive interactions between USO and the NRC staff facilitated completion of this milestone ahead of the scheduled March 2025 date. Additionally, the letter discussed that the NRC staff is targeting completion of the final SE by June 2026, ahead of the August 2026 date communicated in the original schedule letter (ML24162A063). The environmental review is scheduled for completion in May 2026, and the overall resource estimate remains on track, as described in the staffs November 25, 2024, letter (ML24304A977).

Pennsylvania State University (PSU) Submitted a Public Letter of Intent Informing the NRC They Intend to Submit a Construction Permit Application Under 10 CFR Part 50 for a Research Reactor Based on the Westinghouse eVinci Design On February 28, 2025, Pennsylvania State University (PSU) submitted a public letter of intent (ML25059A029) informing the NRC they intend to submit a construction permit application under 10 CFR Part 50 for a research reactor based on the Westinghouse eVinci design. The research reactor is to be located on the PSU campus in University Park, PA. The letter states that PSU plans to submit a regulatory engagement plan to the NRC later in 2025. Westinghouse and PSU made a joint press release on the letter of intent. The NRC staff will engage in preapplication activities with PSU to support the planned application.

The NRC Issued an Acceptance Letter for a Request for Exemption to 10 CFR 50.82(a)(2),

Termination of license, From NextEra Energy On February 28, 2025, the NRC issued an acceptance letter (ML25056A149) for a request for exemption to 10 CFR 50.82(a)(2), Termination of license, from NextEra Energy (ML25023A270). This request is to support potential restart of the Duane Arnold Energy Center facility.

On February 27, 2025, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (90 FR 10781) amending its spent fuel storage regulations by revising the NAC Multi-Purpose Canister (NAC-MPC) System listing within the List of approved spent fuel storage casks to include Amendment No. 9 and revise Amendment Nos. 6, 7, and 8 to Certificate of Compliance (CoC) No. 1025. The addition of Amendment No. 9 and the revisions to Amendment Nos. 6, 7, and 8 amend the description of the vertical concrete cask (VCC) in the CoC and technical specifications to make a distinction between the VCC body and the VCC lid, in terms of applicability of the American Concrete Institute (ACI) Specifications ACI 349 and ACI 318. Comments are requested by March 31, 2025. The companion proposed rule was also published in the Federal Register on February 27, 2025 (90 FR 10799). The direct final rule is effective May 13, 2025.
