Office of Nuclear Reactor Regulation Items of Interest Week Ending November 1, 2024 The Office of Nuclear Reactor Regulation (NRR) Held a Public Meeting with Constellation Energy Generation, LLC (CEG), for CEG to Provide an Overview of their Plan to Potentially Restart Three Mile Island Nuclear Station, Unit 1 On October 25, 2024, the Office of Nuclear Reactor Regulation (NRR) held a public meeting with Constellation Energy Generation, LLC (CEG), for CEG to provide an overview of their plan to potentially restart Three Mile Island Nuclear Station, Unit 1, and rename it to the Crane Clean Energy Center, by 2028. Topics included plant status, system restoration plans, staffing, environmental review, co-ordination with TMI-2, and expected submittals. CEG plans to restore the operating licensing basis using an exemption to 10 CFR 50.82(a)(2) and a series of license amendments. CEG stated between now and the end of November, they plan on submitting a regulatory path letter, the exemption request, and their restoration quality assurance plan. The meeting was attended by about 200 people, including multiple news outlets.
Dominion Energy Services, Inc, (DES) Requested a Project Number to Begin Pre-Application Activities Related to Developing a Small Modular Reactor at North Anna Power Station (NAPS)
On October 28, 2024, Dominion Energy Services, Inc, (DES) requested a project number to begin pre-application activities related to developing a small modular reactor at North Anna Power Station (NAPS). The letter stated that DES has formed an Advanced Reactors organization to explore advanced reactor technology. The existing early site permit for NAPS expires on November 27, 2027.

On October 31, 2024, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (89 FR 86918) proposing to revise its regulations by adding a risk-informed, performance-based, and technology-inclusive regulatory framework for commercial nuclear plants in response to the Nuclear Energy Innovation and Modernization Act. Comments are requested by December 30, 2024.
New Web Pages Containing Integrated Information on the NRCs Environmental Review Program and Environmental Reviews Across all NRC Business Lines Launched On October 31, 2024, the Environmental Center of Expertise in the Office of Nuclear Material Safety and Safeguards launched new pages on the NRCs external website to provide, in one location, integrated information on the NRCs environmental review program and environmental reviews across all NRC business lines. The new pages include an overview of the environmental review program Blueprint, which illustrates and communicates initiatives to strategically prepare and advance the environmental review program to meet future regulatory challenges and meaningfully include interested, affected, and relevant parties in the process.
The website was updated, and new pages added in part in response to SRM-SECY-22-0100, which directed NRC staff to update existing public webpages. The staff will provide frequent updates to the website as new information becomes available.
