The incident occurred in the Agreement State of New Mexico. The New Mexico Environment Department (NMED) contacted the NRC to assist with the incident. Records would include, but are not limited to, dose calculations, dose reconstruction, interview records, correspondence with NMED, contractors, intra-agency communications, survey results, bioassay results, etc.

Office of Nuclear Reactor Regulation Items of Interest Week Ending July 5, 2024 U.S. Nuclear Regulatory Commission (NRC) Issued Non-Acceptance Letter for Farley Nuclear Plan License Amendment Request to Revise Technical Specification (TS) 3.6.5, Containment Air Temperature On July 1, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff issued a non-acceptance letter (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24178A376) to Southern Nuclear Operating Company (SNC) related to its proposed license amendment request (ML24110A126) to revise TS 3.6.5, Containment Air Temperature, for Farley Nuclear Plant, Units 1 and 2, using Risk-informed Process for Evaluations (RIPE). SNC provided supplemental information (ML24166A290) in response to an NRC letter (ML24143A041). While the proposed change met the RIPE criteria for low risk, SNC failed to provide sufficient information to confirm meeting regulatory requirements of 10 CFR 50.36 and 50.46 to complete a detailed review. NRC staff intend to schedule a public meeting with SNC for further discussions.

NRC Issued Amendments for Quad Cities Request to Adopt 10 CFR 50.69, Risk Informed Categorization and Treatment of Structures, Systems and Components for Nuclear Power Reactors."

On July 3, 2024, NRC staff issued amendments (ML24162A098) for Quad Cities, Units 1 and 2, approving Constellation Energy's request to adopt 10 CFR 50.69, Risk Informed Categorization and Treatment of Structures, Systems and Components for Nuclear Power Reactors." The amendments are in response to Constellation's amendment request submitted June 8, 2023 (ML23159A253).

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending July 5, 2024 TN Americas, LLC Revision No. 12 of the Certificate of Compliance (CoC) No. 9291 for the Model Liqui-Rad Package On July 1, 2024, the U.S. Nuclear Regulatory Commission (NRC) issued to TN Americas, LLC Revision No. 12 of the Certificate of Compliance (CoC) No. 9291 for the Model Liqui-Rad Package (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24166A249). The revision identifies detailed corrosion inspection criteria to ensure the package is maintained in an unimpaired physical condition. This CoC is issued before the July 31, 2024, expiration of a letter of authorization issued last year for a limited number of packages. This package is used to ship low-enriched uranium for the Department of Energys National Nuclear Security Administration from down-blending highly enriched uranium for national security purposes.

Categorical Exclusions from Environmental Review: Proposed Rule; 10 CFR Part 51

On July 2, 2024, the NRC published a notice in the Federal Register (89 FR 54727) proposing to amend its regulations on categorical exclusions for licensing, regulatory, and administrative actions that individually or cumulatively do not have a significant effect on the human environment. The proposed revisions would eliminate the preparation of environmental assessments for such NRC actions. The proposed rule would not change any requirements for applicants or licensees. The NRC plans to hold a public meeting to promote full understanding of the proposed rule and facilitate public comment. Comments are requested by September 16, 2024.

Office of Administration Items of Interest Week Ending July 5, 2024 Elevator Operation, Maintenance and Repair in the U.S. Nuclear Regulatory Commission Two White Flint North Building On July 3, 2024, contract number 31310024C0017 was awarded to Schindler Elevator Corporation in Morristown, NJ. The purpose of this acquisition is to provide operation, maintenance, and repair of elevators and a wheelchair lift in the U.S. Nuclear Regulatory Commissions Two White Flint North building. This includes on-call emergency services, routine service calls, quality control inspections, tests, reports, preventative maintenance, and repair services. The period of performance is from July 6, 2024, through July 5, 2025, with four option periods. The total potential value of the contract can be up to $1,230,681.29.

ANSYS/FLUENT/LS-DYNA Software Licenses On July 3, 2024, contract number NNG15SC79B/31310024F0075 was awarded to Integration Technologies Group, Inc. in Falls Church, VA. The purpose of this contract is to procure a renewal of ANSYS software services, licenses, and support. The period of performance is from July 3, 2024, through July 2, 2025, with no option periods. The total potential value of the contract can be up to $642,543.78.

APPIAN Financial Disclosure System for the Office of the General Counsel Ethics Gateway On July 2, 2024, contract number 31310024C0015 was awarded to Miami Technology Solutions, LLC in Reston, VA. The purpose of this contract is to obtain the APPIAN Financial Disclosure System for the Office of the General Counsel Ethics Gateway, a cloud based, automated system which manages the review and storage of Confidential Financial Disclosure Reports. The period of performance is from July 15, 2024, through July 14, 2025, with four option periods. The total potential value of the contract can be up to $680,836.38.
