Office of Nuclear Reactor Regulation Items of Interest Week Ending May 31, 2024 Holtec Decommissioning International, LLC (HDI) Submitted License Amendment Request for Palisades On May 24,2024, Holtec Decommissioning International, LLC (HDI), submitted a license amendment request to approve the Biasi critical heat flux correlation for use with the main steam line break analysis. This is the final planned licensing action request by HDI in support of reauthorizing power operations at Palisades Nuclear Plant.

Nuclear Regulatory Commission (NRC) Approves TSTF-505 Amendments for Diablo Canyon Nuclear Power Plant On May 29, 2024, the Nuclear Regulatory Commission (NRC) issued amendments to adopt Technical Specifications Task Force (TSTF) Traveler TSTF-505 for risk-informed completion times of technical specification limiting condition for operation (LCOs). The TSTF-505 amendment adds substantial flexibility by providing for up to a 30-day backstop for LCO completion times. As requested by the licensee, staff completed its review on an accelerated timeframe to prevent unnecessary unit shutdowns for low-risk scenarios and thereby support electrical grid reliability in California for the summer. The advancement of the licensees probabilistic risk assessment to support this initiative will add substantial opportunities to enhance the use of risk in licensee programs and operations. Including the Diablo Canyon approvals, the NRC has issued 34 TSTF-505 amendments for nuclear power plants.

Public Meeting with the Nuclear Energy Institute (NEI) Regulatory Issues Task Force On May 29,2024, NRC held a hybrid public meeting with the Nuclear Energy Institute (NEI)

Regulatory Issues Task Force to discuss regulatory issues, licensing projects, innovation, and initiatives currently underway. NRC topics included power uprates, data analytics on Requests for Additional Information, updates on Risk Informed Process for Evaluation, and Accident Sequence Precursor Program. NEI provided a presentation on treating Technical Specifications as data. There were over 50 participants from NRC, industry, and the public. The NRC presentation slides are available in the Agencywide Documents Access and Management System (ADAMS) at Accession Number ML24017A299.

Workshop on Licensing Amendment Requests On May 29, 2024, NRC held a hybrid public meeting workshop with NEI to discuss activities related to the development and review of licensing amendment requests (LAR). The workshop engaged a panel of licensing experts from NRC and the industry to provide best practices for various phases of LAR development and review. The LAR workshop agenda topics discussed are available in ADAMS (ML24145A035).
