Office of Nuclear Reactor Regulation Items of Interest Week Ending February 16, 2024 U.S. Nuclear Regulatory Commission Staff Attended the Biennial Nuclear Energy Institute National Operator Licensing Workshop On February 6-8, 2024, the Office of Nuclear Reactor Regulation (NRR) and regional staff attended the biennial Nuclear Energy Institute National Operator Licensing Workshop in Savannah, GA. The meeting was attended by operator licensing leaders from the commercial nuclear power industry. U.S. Nuclear Regulatory Commission (NRC) staff presented on topics including implementation of the initial operator licensing exam standards, observations from operator requalification inspections, and activities related to licensing operators at advanced reactors. There were approximately 150 licensee staff in attendance.
NRC Staff and the Industry-led Technical Specifications Task Force Conduct Quarterly Meeting On February 8, 2024, NRR staff and the industry-led Technical Specifications Task Force (TSTF) conducted a regularly scheduled quarterly meeting, as noticed at Agencywide Documents Access and Management System (ADAMS) Accession No. ML24032A469. The TSTF presented their 2023 year in review - 3 new travelers were submitted for review, 3 draft travelers were provided for pre-submittal meetings/calls, and 61 license amendments to adopt travelers were approved. Discussions included: status of revision 1 to NUREG-2194 (AP1000 standard technical specifications), a proposed Traveler to Update Ventilation Filter Test Program Test Agents, and proposed rulemaking to revise 10 CFR 50.36. The next TSTF quarterly meeting will take place in May 2024.
Holtec International Decommissioning, LLC Submitted a License Amendment Request as Part of its Proposed Path to Restart Palisades Nuclear Plant On February 9, 2024, Holtec International Decommissioning, LLC (HDI) submitted a license amendment request as part of its proposed path to restart Palisades Nuclear Plant (ML24040A089). Specifically, HDI is requesting to restore the administrative section of the technical specifications to that which existed prior to the plant shutting down.
Constellation Energy Generation, LLC Submitted a License Renewal Application for Clinton Power Station, Unit 1 On February 14, 2024, Constellation Energy Generation, LLC submitted a license renewal application for Clinton Power Station, Unit 1, requesting an additional 20 years beyond the current license expiration date. The Clinton initial license expires on April 17, 2027, for Unit 1.

submitted on February 11, 2024, under 10 CFR 50.55a(z)(2), hardship without a compensating increase in quality and safety. The valves were out of testing periodicity because the unit was forced to return to Mode 6 during startup on February 1, 2024, due to reactor pressure vessel head seal leakage following a refueling outage and extended forced outage. Testing the valves would require flooding the refueling cavity by overflowing the reactor vessel flange and increase dose to workers and extend outage time.
NRC Held Government-to-Government Meetings and a Public Outreach Meeting to Discuss NRC Review Processes in Preparation for the Planned X-energy/Dow Chemical Construction Permit Application On February 14 and 15, 2024, the staff held government-to-government meetings and a public outreach meeting to discuss NRC review processes in preparation for the planned X-energy/Dow Chemical construction permit application for deployment of X-energys Xe-100 design at the Dow Seadrift operations site in Calhoun County, TX. There were approximately 70 people in attendance at the public outreach meeting.

Office of Enforcement Items of Interest Week Ending February 16, 2024 Executive Director for Operations Decision on a Differing Professional Opinion on Approving License Amendments Using Risk Informed Technical Specifications 4b and 5b Risk Initiatives and Changing the Event Reporting Guidelines for Loss-of-Offsite Power On January 24, 2024, the U.S. Nuclear Regulatory Commissions (NRCs) Executive Director for Operations (EDO) issued a decision on the appeal submitted on August 6, 2018, regarding a Differing Professional Opinion (DPO) submitted on October 12, 2016. The DPO raised concerns related to approving license amendments based on applying the Risk Management Technical Specification 4b and 5b risk initiatives and changing the event reporting guidelines for loss-of-offsite power (LOOP).
On July 12, 2018, the Director of Office of Nuclear Reactor Regulation (NRR) issued a formal decision on the DPO, disagreeing with the DPO concerns while agreeing with the recommendations from an independent reviewer that was tasked to review the issue since the DPO review panel was unable to come to a consensus. To carry out those recommendations, the Director of NRR assigned appropriate NRR staff to (1) review and update, as necessary, inspection guidance for oversight of licensee implementation of risk-informed licensing activities, (2) consider and develop appropriate training for inspectors, (3) update, as necessary, guidance related to use of NRC risk models to support decision making, and (4) remain engaged in future agency efforts in this area to identify where better data (such as partial LOOPs) can be leveraged to help inform future decisions. Additionally, appropriate NRR staff were tasked to interface with industry and the Institute for Nuclear Power Operations regarding whether they more closely track partial LOOPs.
The EDOs decision on the DPO appeal concluded that the underlying technical and regulatory concerns identified in the appeal have been adequately and appropriately addressed through guidance updates and the actions NRR took in response to the initial DPO, and no further action is needed. However, the EDO recognized the unique process issues encountered during this DPO process and directed the Office of Enforcement to review and update DPO program guidance to address scenarios in which a DPO panel cannot reach consensus and when the guidance documents referenced in a DPO case are under revision.

The purpose of this contract is to obtain contractor support for conducting inspections for evaluating the design and operation of nuclear power reactor plants.
The period of performance is from February 15, 2024, through February 14, 2026, with three option periods. The total potential value of the contract can be up to $3,963,321.40.
Gartner Enterprise IT Leadership Subscription On February 9, 2024, contract number 47QTCA18D008L/31310024F0015 was awarded to Gartner Inc. in Stamford, CT. The purpose of this contract is to acquire the Gartner Enterprise IT Leadership Team Subscription.
