Office of Nuclear Reactor Regulation Items of Interest Week Ending December 15, 2023 Department of Energy Accident Tolerant Fuel Strategy Workshop On December 12, 2023, the U.S. Nuclear Regulatory Commission (NRC) attended the second Department of Energy (DOE) Accident Tolerant Fuel (ATF) Strategy Workshop at the Nuclear Energy Institute (NEI). The workshop provided a forum for DOE and industry representatives to review ATF project history and achievements, and to discuss plans for commercialization of ATF technologies and future funding with a focus on near-term ATF concepts. Industry reaffirmed their intent for batch loads of the entire suite of near-term ATF concepts (coated cladding, doped pellets, higher burnup, and increased enrichment) by the mid-to-late 2020s.

Issuance of Kairos Construction Permit On December 14, 2023, the NRC staff issued construction permit CPTR-6 to Kairos Power LLC (Kairos) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23338A258) authorizing construction of its Hermes test reactor facility in Oak Ridge, Tennessee. Issuance of the permit and the associated record of decision was authorized by Commission Order CLI 23-05 (ML23346A068).

On December 14, 2023, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (88 FR 86571) confirming the effective date of January 16, 2024, for the direct final rule that was published in the Federal Register (88 FR 74019) on October 30, 2023.

The direct final rule amended NRCs spent fuel storage regulations in 10 CFR part 72 by revising the Holtec International HI-STORM 100 Cask System listing within the List of approved spent fuel storage casks to include Renewed Amendment No. 17 to Certificate of Compliance No. 1014.
