NRC Holds Meeting to Discuss the Electric Power Research Institutes Alternative Licensing Strategy to Address Loss-of-Coolant Accident-Induced Fuel Fragmentation, Relocation, and Dispersal On August 30, 2022, NRR staff held a partially closed, pre-submittal meeting with the Electric Power Research Institute (EPRI) to discuss its use of EPRIs Alternative Licensing Strategy (ALS) to address Loss-of-Coolant Accident (LOCA)-induced fuel fragmentation, relocation, and dispersal (FFRD). The meeting had over 60 attendees. EPRI stated that it intends to submit its ALS topical report, supported by other vendor submittals, in the fourth quarter of calendar year 2023 to support deployment of reactor fuel to burnups as high as 75 gigawatt-days per metric ton (GWD/mt), while current limits in approved vendor methods is 62 GWD/mt. EPRIs proposed approach would apply the low likelihood of a large-break (LB) LOCA with leak-before-break assumptions to justify that FFRD following a LB LOCA would be of such low likelihood that it need not be analyzed.
