Items of Interest Week Ending APRIL 23, 2021 NRC Issued Final Safety Evaluation on Revised Steam Generator Tube Inspection Frequency Technical Specifications Task Force Traveler On April 22, 2021, the NRC staff issued the final safety evaluations of Technical Specifications Task Force (TSTF) Traveler TSTF-577, Revision 1, Revised Frequencies for Steam Generator Tube Inspections, using the Consolidated Line Item Improvement Process (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21099A086). TSTF-577 increases the time between steam generator tube inspections for units not containing Alloy 600 mill-annealed tubing and has additional provisions for units containing Alloy 600 thermally treated tubing that perform inspections with advanced eddy current probes.

NRC Hosted Public Meeting on the Reactor Oversight Process On April 21, 2021, the NRC staff hosted a public meeting with the industrys Reactor Oversight Process (ROP) Task Force and members of the public (ADAMS Accession No. ML21105A437).

Topics included updates on Performance Indicators, Frequently Asked Questions (ADAMS Accession Nos. ML21090A122 and ML21077A133), Significance Determination Process updates on the development of Appendix D, an announcement of an upcoming meeting on Common Cause Failure in the Significance Determination Process (ADAMS Accession No. ML21055A027), and the Nuclear Energy Institute (NEI) presentation on Industry Lessons Learned from the COVID Pandemic (ADAMS Accession No. ML21110A707). The next monthly public meeting between the NRC staff and the ROP Task Force is scheduled for May 20, 2021.

NRC Hosted Public Meeting on Draft Software Common Cause Failure Guidance On April 22, 2021, the NRC staff concluded a three-part public meeting with NEI and members of the public (ADAMS Accession No. ML21092A088) to discuss NEI 20-07, Draft B, Guidance for Addressing Software Common Cause Failure (CCF) in High Safety Significant Safety-related Digital Instrumentation and Control Systems (ADAMS Accession No. ML20245E561). NEI requested the NRC staffs review of NEI 20-07 prior to submitting this guidance document to the staff for endorsement at the end of 2021. During these meetings, NEI provided presentations and supporting documents regarding their responses to the NRC staffs comments on NEI 20-07 (ADAMS Accession Nos. ML21089A062, ML21095A177, and ML21110A066). The NRC staff provided feedback regarding existing common cause failure policy. The NRC staff documented clarifications to their comments to support the revision to NEI 20-07 (ADAMS Accession No. ML21109A365) and expects to receive a revision to NEI 20-07 in May 2021.

Staff Approved Licensing Request for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of the approved licensing action provided during this reporting period is summarized below. Office of Nuclear Security and Incident Response Items of Interest Week Ending APRIL 23, 2021 NRC Met with the Federal Energy Regulatory Commission on Foreign Ownership On April 21, 2021, the NRC staff met virtually with staff from the Federal Energy Regulatory Commission to discuss lessons learned from prior interactions on a foreign ownership question related to the indirect license transfer from El Paso Electric Company to Infrastructure Investments Fund US Holding 2 LP for the Palo Verde Nuclear Generating Station. The participants discussed roles and responsibilities as well as the limitations on information sharing due to ex parte requirements.
