Items of Interest Week Ending MARCH 12, 2021 NRC Issued Design Review Guide, Instrumentation and Controls for Non-Light-Water Reactor Reviews On March 5, 2021, the NRC staff issued the Design Review Guide (DRG), Instrumentation and Controls for Non-Light-Water Reactor Reviews, in the Federal Register (86 FR 12989). This DRG provides technology-inclusive guidance for the NRC staff to review the instrumentation and controls portions of applications for non-light-water reactors (non-LWRs). The guidance supports the NRC's non-LWR Vision and Strategy, Implementation Action Plan Strategy 3, which involves developing: (1) guidance for flexible regulatory review processes for non-LWRs within the bounds of existing regulations; and (2) a new non-LWR regulatory framework that is risk-informed and performance-based, and that features NRC staff's review efforts commensurate with the demonstrated safety performance of non-LWR technologies. The DRG was developed to address the immediate needs associated with non-LWR technologies.
However, because the DRG is technology-inclusive, it may be used to review light-water reactor plant designs and other reactor technologies.
NRC Hosted Public Meeting on the Proposed Revision to Regulatory Guide 1.183, Alternative Radiological Source Terms for Evaluating Design Basis Accidents at Nuclear Power Reactors On March 5, 2021, the NRC staff held a Category 2 public meeting (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21056A343) to discuss the process, schedule, and enhancements under consideration for a revision to Regulatory Guide (RG) 1.183, Alternative Radiological Source Terms for Evaluating Design Basis Accidents at Nuclear Power Reactors (ADAMS Accession No. ML003716792). The revision to RG 1.183 is expected to include guidance associated with licensing of advanced light water reactors and other industry initiatives, such as accident tolerant fuel, high-burnup, and increased enrichment.
The meeting was attended by more than 120 participants, including representatives from the Nuclear Energy Institute, Electric Power Research Institute, and several operating reactor licensees. The NRC staff plans to hold another public meeting later in 2021 after issuing the draft RG 1.183 revision for public comment.

Items of Interest Week Ending MARCH 12, 2021 NRC Participated in Counterintelligence Task Force Meeting On March 8, 2021, the NRC staff attended a meeting of the Federal Bureau of Investigations National Counterintelligence Task Force. The purpose of the meeting was to discuss a proposed Memorandum of Understanding to allow NRC staff to participate in the task force.
The staffs participation in the task force would promote direct coordination and information sharing that will benefit both organizations.
NRC Participated in International Emergency Response Exercise On March 9-11, 2021, the NRC staff, along with staff from the Departments of Energy and State and the Environmental Protection Agency, participated in an International Atomic Energy Agency (IAEA) ConvEx 2-B exercise. The scenario for this exercise involved an incident outside of the United States, with the incident state submitting a request for assistance to IAEA and the United States, and other member states submitting offers of assistance to IAEA. This exercise provided insights on interagency coordination for providing assistance to nations experiencing a reactor accident.
NRC Participated in Interagency Emergency Preparedness Meeting On March 9, 2021, the NRC staff attended the quarterly meeting of the Federal Radiological Protection Coordinating Committee (FRPCC). During the meeting, representatives of the Federal Emergency Management Agency (FEMA) discussed the 2021 FRPCC Strategic Priorities. Priorities include: analyzing impacts of emerging threats/technologies by conducting a discussion-based exercise to highlight agency roles, capabilities, and reach-back; applying COVID-19 lessons learned in the nuclear/radiological sector; integrating State and local partners into the FRPCC membership; and implementing spotlight briefings by FRPCC members to highlight their agency roles in radiological/nuclear issues.
