Relief Request Associated with the Third Ten-Year lnservice Inspection Program Interval In accordance with 10 CFR 50.55a, "Codes and standards," paragraph (g)(5)(iii), Exelon Generation Company, LLC, (EGC) hereby requests NRC approval of the attached relief request associated with the Third 10-year lnservice Inspection (ISi) Program Interval for Braidwood Station, Units 1 and 2. The third interval of the Braidwood Station ISi program complies with the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code, Section XI, "Rules for lnservice Inspection of Nuclear Power Plant Components," 2001 Edition with 2003 Addenda and ASME B&PV Code, Section XI, 1998 Edition subject to conditions specified in 10 CFR 50.55a(b )(2)(xxi). NRC approval of the attached relief is requested on the basis that 100% examination coverage of required surfaces and volumes of Class 1 and 2 components has been determined to be impractical. Due to the original design and/or the base metal materials associated with the specified welds, it is not feasible to effectively perform examinations of 100% of the volume of these welds. provides the details of the 10 CFR 50.55a request. EGC requests approval of this relief request by August 27, 2020. There are no regulatory commitments contained within this letter.

Applicable Code Edition and Addenda

The Braidwood Station, Units 1 and 2, Third Interval Inservice Inspection (ISI) program was based on the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code, Section XI, 2001 Edition through the 2003 Addenda and ASME B&PV Code, Section XI, 1998 Edition subject to conditions specified in 10 CFR 50.55a(b )(2)(xxi). Braidwood maintains the responsibility to ensure exams were performed in accordance with the requirements of ASME, Section XI, Appendix VIII, "Performance Demonstration for Ultrasonic Examinations Systems," as amended and mandated by 10 CFR 50.55a and as modified by the Performance Demonstration Initiative (PDI) Program Description. In the case of limited examinations, additional best effort examinations are performed to attain additional examination coverage. Tables BR-18.1 and BR-18.2 identify the best effort examinations are performed in accordance with the requirements of ASME, Section XI, Appendix VIII.

Applicable Code Requirement

The extent of examination requirement for Examination Category B-D, Item Number B3.110, per Table IWB-2500-1, requires a volumetric examination of all nozzle-to-vessel welds. In accordance with 10 CFR 50.55a(b)(2)(xxi) and ASME B&PV Code, Section XI, 1998 Edition, the extent of examination requirement for Examination Category B-D, Item Number B3.140, per Table IWB-2500-1, requires a volumetric examination of all nozzle inside radius sections. The extent of examination requirement for Examination Category C-A, Item Number C 1.30, per Table IWC-2500-1, requires a volumetric examination of the tubesheet-to-shell weld. The extent of examination requirement for Examination Category R-A, Item Number Rl.11 and Rl.20, per Table 1 of ASME Code Case N-578-1, requires a volumetric examination of essentially 100% of the length of the Risk Informed Inservice Inspection (RI-ISI) weld. Relief Request BR-01 was submitted and approved by the NRC through a Safety Evaluation (SE) dated November 5, 2009 (ADAMS Accession No. ML093070271) in order to utilize EPRI Topical Report (TR) 112657 Rev. B-A, as supplemented by ASME Code Case N-578-1.

ATTACHMENT 1 10 CFR 50.SSa Request Number 13R-18 Relief Requested in Accordance with 10CFRSO.SSa(g)(S)(iii) --Inservice Inspection Impracticality-- Revision 0 (Page 2 of9) Braidwood adopted ASME Code Case N-460 ("Alternative Examination Coverage for Class 1 and Class 2 Welds, Section XI, Division l "), which defines "essentially 100%" as greater than 90% coverage of the examination volume or surface area, as applicable. The 90% minimum coverage was applied to all surface and volumetric examinations required by ASME Section XI.

Impracticality of Compliance Pursuant to 10 CFR 50.55a(g)(5)(iii), relief is requested on the basis that conformance with these code requirements is impractical as conformance would require extensive structural modifications to the component or surrounding structure. Due to the original design of these components, it is not feasible to effectively perform the examinations to the extent required for welds and inner radius sections, greater than 90% of the volume and/or area. Therefore, relief is requested on the basis that the ASME Section XI Code requirements to examine these components are impractical due to physical obstructions, plant location, and/or component geometry. Braidwood is unable to satisfy the ASME Section XI Code requirement to perform a volumetric examination of these components due to the physical component configuration, interference from permanent plant equipment, single-sided access, etc. Braidwood would incur significant engineering, material, and installation efforts to perform such modifications without a compensating increase in the level of quality and safety. For the RI-ISI weld population, Examination Category R-A welds, submitted in this relief request, a case by case review was performed to determine whether additional or alternative welds could have been examined to supplement the reduced volumetric coverage examination. It was determined that there were no other welds to select that would have resulted in better coverage. This determination was made based on comparison of configurations, delta core damage frequency (CDF) values, the systems involved, and inspection history. During outages, when situations were identified where coverage was an issue, Braidwood personnel reviewed the systems for alternatives. Tables BR-18.1 and BR-18.2 provide a summary of the examination limitations for each component for which relief is requested. The tables also indicate the outage the component was examined, the coverage percentage obtained for each component, and other pertinent design information. These tables are the cumulative lists of all the limited ASME Section XI examinations performed during the second and third periods of the Third ISI Interval. Attachments 2 and 3 provide coverage plots which were extracted from the non-destructive examination (NDE) summary sheets that detail the examination limitations. Based on the above, Braidwood requests relief to perform examinations without achieving code compliance coverage when required coverage is impractical.

Burden Caused by Compliance Compliance with the applicable ASME Section XI Code volumetric examination requirements can only be accomplished by redesigning and refabricating the subject and/or surrounding

Based on this, the ASME Section XI Code requirements are deemed impractical in accordance with 10 CFR 50.55a(g)(5)(iii).

Proposed Alternative and Basis for Use Braidwood has performed the ASME Section XI Code required examinations to the maximum extent possible (Code Coverage), or best effort, which are documented in Tables BR-18.1 and BR-18.2. Due to physical interferences causing these limitations, there are no alternative examination techniques currently available to increase coverage. There were no cases in any of the listed examination components where outside diameter surface features (i.e., weld crowns, weld shrinkage, surface roughness, etc.) could have been conditioned to obtain the required coverage without major modification to the components. As a minimum, all components received the required volumetric examination to the extent practical due to limited or lack of access. Additionally, VT-2 examinations were and will continue to be performed on the applicable components throughout the interval through the required system pressure tests (examinations required by ASME Section XI and Generic Letter 88-05, "Boric Acid Corrosion of Carbon Steel Reactor Pressure Boundary Components in PWR Plants"). The absence of any observed leakage provides additional assurance that the structural integrity of the subject components will be maintained throughout the remainder of the interval.

Duration of Proposed Alternative: Relief is requested for the Second and Third Periods of the Third Ten-Year ISi Interval for Braidwood, Units 1and2. The Third Ten-Year ISi Interval end dates are August 28, 2018 and November 4, 2018 for Units 1 and 2, respectively. The First Period relief request of the Third Ten-Year ISi Interval (13R-10) was submitted and approved on January 30, 2013 (ADAMS Accession No. ML13016A515).

Precedents Similar relief requests have been approved for: Byron Station, Units 1and2 Third Inservice Inspection Relief Requests BR-12 and BR-15 was authorized per NRC SE dated January 25, 2018 (ADAMS Accession No. MLl 7349A960). Watts Bar Nuclear Plant, Unit 1 Second Inservice Inspection Relief Request 1-ISI-21 was authorized per NRC SE dated April 12, 2019 (ADAMS Accession No. ML19071A009). Limerick Generating Station, Units 1 and 2 Third Inservice Inspection Relief Request BR-23 was authorized per NRC SE dated August 7, 2018 (ADAMS Accession No. ML18192Cl 72). Surry Power Station, Unit 2 Fourth Inservice Inspection Relief Requests LMT-ROl, LMT-C02, and LMT-C03 were authorized per NRC SE dated February 17, 2017 (ADAMS Accession No. ML16365Al 18).
