RS-04-037 March 19, 2004 U. S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington, DC 20555-0001 LaSalle County Station, Unit 2 Facility Operating License No. NPF-18 NRC Docket No. 50-374

Subject:

Request for Extension of Relief Regarding Safety Relief Valve Testing

Letter from C. G. Pardee (Exelon Generation Company, LLC) to U. S.

NRC, "Request for a One-Time Relief for Unit 2 Safety Relief Valve Testing Until Refueling Outage L2R10, dated January 7, 2002 (2)

Letter from U. S. NRC to J. L. Skolds (Exelon Generation Company, LLC), "LaSalle County Station, Unit 2 - Relief Request RV-13 (TAC NO.

MB3803), dated July 29, 2002 In Reference 1, Exelon Generation Company, LLC (EGC) requested relief from the American Society of Mechanical Engineers / American National Standards Institute, Operation and Maintenance of Nuclear Power Plants, OM-1987, Part 1 (OM-1) requirement to test a minimum of 20% of Class 1 pressure relief valves within any 24 months. This relief was requested to delay the LaSalle County Station, Unit 2 safety/relief valve (S/RV) setpoint testing from October 2004 until the Unit 2 tenth refueling outage, which was originally scheduled to begin January 15, 2005.

In Reference 2, the NRC granted the requested schedular relief. The proposed alternative was authorized for the period October 2004 through January 2005.

The LaSalle County Station, Unit 2 tenth refueling outage originally scheduled to begin on January 15, 2005, was rescheduled to begin on February 8, 2005. Due to the outage rescheduling, we request that the authorization period of October 2004 through January 2005 be extended through February 2005. The basis for the NRC safety evaluation supporting the granted relief in Reference 2 is not affected by an additional one month extension and the proposed one-time extension of the S/RV testing frequency is not expected to affect the proven relief pressure reliability of these valves to perform their intended safety function.

U.S. Nuclear Regulatory Commission March 19, 2004 Page 2 We request that the proposed one-month extension be approved by December 15, 2004 in order to facilitate outage preparation activities.
