CONSOLIDATION OF THE REGION I AND REGION II MATERIALS

INTENT
The U.S. Nuclear Regulatory Commission (NRC) is issuing this regulatory issue summary (RIS)
to inform addressees of the consolidation of the Region I and Region II materials program. No specific action nor written response is required.
SUMMARY OF ISSUE
As part of the NRC Agency-wide initiative to improve effectiveness and efficiency, the Commission has directed the staff to consolidate portions of the nuclear materials program. As of October 1, 2003, NRCs Region II nuclear materials program will be consolidated within NRC's Region I Office, located in King of Prussia, Pennsylvania. This transfer of the responsibilities to Region I is part of a larger effort to restructure the Agencys programs, and will not result in any substantive changes to the inspection or licensing programs. As a result of the consolidation, Region I will assume regulatory responsibility for the approximately 800 NRC
materials licensees that are currently overseen by Region II, including licensing, inspection, event response, enforcement, and allegations. We expect that this consolidation will result in a more efficient materials program and minimally impact licensees.
Although the current Region II staff will remain in NRCs Atlanta, Georgia, office; routine materials correspondence will be handled by Region I. Effective October 1, 2003, applications for new licenses, amendments, terminations and renewals of existing licenses, inspection correspondence, reciprocity filings, and reports that would have been sent to the Region II
office should be sent to the NRC Region I office at the following address:

475 Allendale Road King of Prussia, PA 19406 September 5, 2003 NRC also plans a rulemaking that will revise its regulations that specify the appropriate Regional offices to contact for various classes of licensees.
