South Carolina Electric and Gas Company (SCE&G), acting for itself and as an agent for South Carolina Public Service Authority pursuant to 1 O CFR 50.4 and 1 O CFR 50.90, hereby submits a request to change the Cyber Security Plan (CSP). The VCSNS CSP was previously provided in Reference 1 and amended by Reference 2. It was approved by the Nuclear Regulatory Commission (NRC) in Reference 3.
SCE&G considers the Enclosure and Attachment 3 to be sensitive information and requests that it be withheld from public disclosure pursuant to 1 O CFR 2.390. The proposed change is a request to revise the scheduled completion date of the CSP.
The proposed change has been evaluated in accordance with 10 CFR 50.91(a)(1) using criteria in 10 CFR 50.92(c), and it has been determined that the change involves no significant hazards.

Approval of the proposed amendment is requested by June 29, 2017. Once approved, the amendment shall be implemented within 30 days.
Enclosure and Attachment 3 transmitted herewith contains Security Related Information to be withheld under 10 CFR 2.390. When separated from Enclosure and Attachment 3, this transmittal document Is decontrolled.

This renewed license shall be deemed to contain, and is subject to, the conditions specified in the Commission's regulations set forth in 10 CFR Chapter I and is subject to all applicable provisions of the Act and to the rules, regulations, and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified or incorporated below:

Maximum Power Level SCE&G is authorized to operate the facility at reactor core power levels not in excess of 2900 megawatts thermal in accordance with the.
conditions specified herein and in Attachment 1 to this renewed license.
The preoperational tests, startup tests and other items identified in
- Attachment 1 to this renewed license shall be completed as specified. is hereby incorporated into this license.

Technical Specifications and Environmental Protection Plan The Technical Specifications contained in Appendix A, as revised *through Amendment No.~ and the Environmental Protection Plan contained in Appendix B, are hereby incorporated in the license. South Carolina Electric & Gas Company shall operate the facility in accordance with the Technical Specifications and the Environmental' Protection Plan.

An exemption to the requirements of Paragraph 111.B.4 of Appendix G to 10 CFR Part 50 is described in Section 5.3.1 of Supplement No. 1 to the Office of Nuclear Reactor Regulation's Safety Evaluation Report. A limited exemption to the requirements of Section IV.F.1 (b) of Appendix E to 10 CFR Part 50 is described in a letter from B. J. Youngblood, NRC to 0. W. Dixon, Jr., d~ted November 2, 1982. These exemptions are authorized by law and will not endanger life or property or the common defense and security and are otherwise in the public interest. The facility will operate, to the extent authorized herein, in conformity with the application, as amended, the provisions of the Act, and the rules and regulations of the Commission.

SCE&G shall fully implement and maintain in effect all provisions of the Commission-approved physical security, training and qualification, and safeguards contingency plans including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). The combined set of plans, which contain Safeguards Information protected under 1 O CFR 73.21, is entitled: ".Virgil C.
Summer Nuclear Station Se.curity Plan," as updated through May 15; 2006. This document includes the Security Training and Qualification Pla*n as Appendix B and the Safeguards Contingency Plan as Appendix C.
