South Carolina Electric & Gas Company (SCE&G) hereby submits notification that it intends to extend the current Inservice Testing (IST) interval.
In accordance with 10 CFR 50.55a(f)(4)(ii), the VCSNS IST Program is required to be periodically updated to the latest Edition and Addenda of the Code approved by the NRC in 10 CFR 50.55(a),
paragraph (b).
The Third Interval for Inservice Testing is scheduled to commence on January 1, 2004. The VCSNS IST Program documents, GTP-301 and GTP-302 have been revised to reflect the requirements of the ASME OM Code 1998 Edition, through 2000 Addenda.
The VCSNS IST Program will be revised as necessary during the development of implementing surveillance procedures, incorporating changes identified during test procedure development. Subsequent to completion of implementing procedures a copy of the final revised plans will be forwarded to the NRC.
ISTA-3130(d) of the ASME OM Code allows Inservice Testing intervals to be extended or decreased by as much as one year. VCSNS will extend the current IST interval by three months, to April 1, 2004, to allow for an orderly transition for the conduct of the Third Interval IST Program update and revised surveillance procedure issuance.
In accordance with NUREG-1482 Section 3.3.3, 'Implementation of Updated Programs", VC Summer will phase in implementation of revised IST procedures prior to the revised interval start date. The issued procedures will test components in the current interval to the requirements of the ASME OM Code 1998 Edition, through 2000 Addenda. The requirements of the 1998 Edition, through 2000 Addenda meet or exceed the current IST surveillance requirements of ASME OM Parts 6 and 10.

This amendment revises TS surveillance requirement 4.0.5 to reflect the deletion of Inservice Testing activities from ASME Section Xl and relocation to the ASME OM Code.
The adoption of the ASME OM Code is required for compliance with 10 CFR 50.55a(f)(4)(ii).
