NRC CHAIRMAN ANNOUNCES SENIOR MANAGEMENT REASSIGNMENTS AND RETIREMENTS Chairman Shirley Ann Jackson of the Nuclear Regulatory Commission today announced the following senior management reassignments and retirements:

ÿ Frank J. Miraglia Jr., currently Deputy Director of the Office of Nuclear Reactor Regulation (NRR), will become the Deputy Executive Director for Regulatory Programs.

He will succeed Hugh L. Thompson Jr., who is retiring.

ÿ Roy Zimmerman, currently Associate Director for Projects in NRR, will succeed Mr. Miraglia as NRR Deputy Director.

Both of these appointments are effective December 1.

ÿ Dr. Malcolm R. Knapp, who is now Deputy Director of the Office of Nuclear Material Safety and Safeguards (NMSS), will become the Deputy Executive Director for Regulatory Effectiveness.

This position has been vacant since Dr. William D. Travers left it to become Executive Director for Operations.

This change is effective November 16.

ÿ Martin Virgilio, who has been Executive Assistant and Director of the Office of the Chairman, will become the new Deputy Director of NMSS.

This appointment is effective December 14.

ÿ Michael Weber, currently Deputy Director of the Division of Waste Management in NMSS, will succeed Mr.

Virgilio on the Chairmans staff.

Chairman Jackson also announced the retirement of Carlton R.

Stoiber, Director of the Office of International Programs. His successor will be named later.

Mr. Miraglia has been NRR Deputy Director since April 1990.

He has held a number of responsible headquarters positions since transferring to NRR from the Atomic Energy Commission in 1975.

Mr. Zimmerman has held his current NRR post since June 1994.

He is a former NRR Deputy Division Director and, during his career with the agency, has served in two regional division director posts and as an inspector.

Dr. Knapp recently returned to NMSS after a lengthy detail as Acting Director of the Office of Nuclear Reactor Research.

He is a former division director in both NMSS and NRC Region I.

Mr. Virgilio has been in his present position since March 1997.

He is a former Deputy Division Director in NRR, where he has served in a variety of other posts since joining NRC in 1977.

Mr. Weber was named to his present NMSS post in July after a number of senior assignments in NMSS.

Mr. Thompson has held his Deputy EDO position since January 1997.

Before that appointment, he had served since 1989 as Deputy Executive Director for Nuclear Materials Safety, Safeguards and Operations Support.

He has held many other senior positions since joining NRCs predecessor organization, the Atomic Energy Commission, in 1972 after service as an officer in the Navys nuclear submarine force.

Mr. Stoiber has directed the Office of International Programs since April 1993.

He previously served in the NRC Office of the General Counsel, and is a veteran of service in the Department of State and the U.S. Arms Control and Disarmament Agency.
