Reference 1 was immediately effective and directed PPL to require their BWRs with Mark II containments to take certain actions to ensure reliable Hardened Containment Vent Systems (HCVS) to remove decay heat and maintain control of containment pressure following events that result in loss of active containment heat removal capability or prolonged Station Blackout (SBO). The specific requirements are outlined in Attachment 2 to Reference 1.
Reference 1 requires submission of an Overall Integrated Plan by February 28, 2013.
The interim staff guidance (Reference 2) was issued August 29, 2012 which provides direction regarding the content of this Overall Integrated Plan. The purpose of this letter and Enclosure 1 is to provide PPL's Overall Integrated Plan pursuant to Section IV, Condition C.1, of Reference 1. This letter also confirms PPL has received Reference 2 and has an Overall Integrated Plan that complies with the guidance for the purpose of ensuring that Susquehanna Steam Electric Station Unit 1 and Unit 2 each have a reliable HCVS to remove decay heat and control containment pressure following events that result in loss of active containment heat removal capability or prolonged Station Blackout (SBO) as described in Attachment 2 to Reference 1.
Reference 2, Section 4.0 contains the specific reporting requirements for the Overall Integrated Plan. The information in Enclosure 1 to this letter provides PPL' s Overall Integrated Plan pursuant to Section 4.0 of Reference 2.
Document Control Desk PLA-6982 For the purposes of compliance with Order EA-12-050, "Order Modifying Licenses with Regard to Requirements for Reliable Hardened Containment Vents," PPL plans to use a wetwell vent. Independent of the requirements of Order EA-12-050, PPL also intends to install a drywell vent.
Susquehanna's Hardened Containment Vent System Order EA-12-050 response will need to be revised if the NRC decides to impose any additional requirements like those described in SECY-12-0157, Options 2, 3, or 4, on Susquehanna. The design information, milestones, and schedule dates for the compliance with Order EA-12-050 will need to be revised. Compliance with the existing Hardened Containment Vent System Order EA-12-050 deadlines will likely not be possible. Delays in implementing the Hardened Containment Vent System will also affect implementation of the Mitigation Strategies Order EA-12-049 actions. The SECY-12-0157 Options are titled: 1) Option 1:
Reliable Hardened Vents (Status Quo or Base Case); 2) Option 2: Severe Accident Capable Venting System Order (without Filter); 3) Option 3: Filtered Severe Accident Venting System Order; and 4) Option 4: Severe Accident Confinement Strategies.
