Notification of Change to the Snubber In-Service Examination and Testing Program for Fermi 2 This purpose of this letter is to inform the Nuclear Regulatory Commission (NRC) that Detroit Edison has adopted the 2004 Edition of the American Society of Mechanical Engineers (ASME) Code for Operation and Maintenance of Nuclear Power Plants (OM Code), Subsection ISTD, "Preservice and Inservice Examination and Testing of Dynamic Restraints (Snubbers) in Light-Water Reactor Nuclear Power Plants," for examination and testing of snubbers as part of the In-Service Inspection (ISI) program at Fermi 2.
Detroit Edison has been using the Fermi 2 Technical Requirements Manual (TRM) provisions for in-service examination and testing of snubbers based on NRC-approved relief request number RR-C3 for the second 10-year interval which ended on April 30, 2009.
10 CFR 50.55a(b)(3)(v) allows the use of Subsection ISTD of the ASME OM Code, 1995 Edition through the 2004 Edition, for in-service inspection and testing of snubbers. Detroit Edison has fully implemented the ISTD program for inservice inspection and testing of snubbers at Fermi 2.
Additionally, Detroit Edison will utilize Code Case OMN-13, Revision 0, "Requirements for Extending Snubber In-Service Visual Examination Interval at LWR Power Plants." This Code Case has been found acceptable for use in Regulatory Guide 1.192, dated June 2003. Detroit Edison will use the 100% visual inspection performed
USNRC NRC-10-0068 Page 2 during the twelfth refueling outage (RF 12) in the fall of 2007 as a baseline for applying the extended frequency allowed by the Code Case. The RF12 inspection met the provisions of the ISTD Code.
The adoption of ASME OM Code, Subsection ISTD, 2004 Edition, and Code Case OMN-13, for examination and testing of snubbers at Fermi 2 had been discussed with NRC staff in a conference call on April 26, 2010.
